Government Regulation
of 21 December 1945
giving up the status of the University of Political and Social in Prague.
The Government of the Czechoslovak Republic hereby orders the President of the Republic of 26 October 1945, No. 140 Coll., to establish the University of Political and Social in Prague:
(1) The University of Political and Social in Prague is a separate university.
(2) It may, with the agreement of the Minister for Education and Education, acquire gifts, heritage and references for higher education purposes and manage the assets acquired in this way. Otherwise, he's a state institution.
The tasks of the College of Political and Social Affairs shall be:
(a) freely explore and cultivate political, social and journalistic sciences;
(b) to provide their listeners with thorough theoretical and practical knowledge, as well as political, social and journalistic knowledge, together with uniform education, on the one hand, individual, carried to the development of individual competences and excellence, and, on the other hand, to learn to live in society and for society, and thus to educate not only scientists but also practitioners for those fields;
c) To give the National Assembly and the Government good insight and suggestions in matters of political, social and journalistic affairs.
(1) The Political and Social College has a political, journalistic and social department.
(2) The Political Faculty will also organise diplomatic and consular studies.
(3) The Social Faculty also opens two years in Brno.
University professors are:
(a) University professors as such and other university professors on a proposal from the academic senate to the university of an order, or professors appointed from private lecturees of their own or foreign or finally excellent persons who have proved themselves in the field of political, social or journalistic, so that, in the opinion of the academic senate, they can be waived from other requirements. These professors are called "internal university professors" in the next.
(b) Contractual professors called upon by persons who, on a proposal from the Academic Chamber, are particularly competent in the field of political, social or journalistic. In others they are called "contract professors internal."
(c) University or other university professors who, in addition to their main activity at their university, in accordance with the proposal of the Academic Chamber, assist at the University of Political and Social. In others, they are called "external university professors."
(d) Contractual professors called upon by a proposal from the Academic Chamber from persons who are particularly competent in the field of political, social or journalistic to assist at the University of Political and Social. In others they are called "contract professors external."
(1) The private professors of any university who have been charged with two semesters of political and social education with giving lectures or exercises become its honorary professors.
(2) Supporting professors shall be called upon by a proposal from the Academic Chamber from appropriate persons, in particular university education, for lectures or exercises for which there is no professor or private lecturer, as well as in other cases of need.
(3) Teachers, i.e. teachers of auxiliary disciplines, are invited on a proposal from the academic senate, in particular as language teachers, rectorics, social education, general education subjects, etc.
(1) The general or special contract professors are required to have full time with the teaching staff, normally with the university professors, and to enjoy the university professors of the internal. They shall be established by contract for a period of at least three years and shall be authorised for a shorter period.
(2) Teachers of others, excluding internal university professors, are generally in contractual conditions and are remunerated according to the number of hours and the type of teachers involved. The contractual relationship between them may be untied at the end of the current or one of the later semesters, and at the written request of the teacher concerned, either at the end of the current or the next semester, as proposed by the academic senate.
(3) All employees of the College of Political and Social Affairs, if they are not already appointed by the Academic Chamber, may be appointed only according to the proposal of the Academic Chamber.
The Academic Chamber shall call on persons of the experts or members of the faculty occasional presentors of a major substance, drawn from experience or updates or additions, illuminating different views, arising from different positions of political parties.
(1) The university is managed and managed by the academic senate headed by the Rector.
(2) The Academy Chamber consists of:
(a) internal professors of higher education; The number of extraordinary professors must not exceed half of regular professors.
(b) internal contract professors; their number must not exceed half of the number of full-time internal professors, while ensuring that members of political party programmes are represented, unless they are already represented by internal professors.
(c) Members without voting rights, by which they are individual representatives of university professors of external, contract professors of external, private lecturer and lecturer.
(3) All matters relating to the administration of teaching and discipline shall fall within the field of competence of the Academic Chamber unless they are responsible to the Ministry of Education and Education or to other bodies, in particular those defined in Sections 14, 3 and 19, paragraphs 2 and 3 of Law No 63 / 1873.
(4) The law of habilitation and the right to propose professors is solely for the College of Internal Professors (paragraph 2 (a)).
(1) The individual faculties are run by the professorships, headed by the Dean. The Faculty of Politics also takes care of both years of joint political and journalistic studies.
(2) Members of the professorship are internal professors, in the faculty teaching. Other teachers, at the faculty of teachers, attend meetings of the professorship with an advisory vote.
(3) The professors are responsible for ensuring proper teaching and education of the listeners at their faculties. In other matters, they may make proposals to the Academic Chamber.
(1) For a term of office of one or two years, the Academic Chamber elects an internal rector from ordinary university professors.
(2) For the term of office of one or two years from the regular or, if not, of the extraordinary university professors, the professors elect their Dean and the faculty professorship political director of the diplomatic and consular studies.
(1) Men and women who have exceeded 18 years of their age may be registered as proper listeners. Their number is limited by the operational possibilities of the university. The minutes shall be made by the Rector and, if authorised by him, by the members of the Academic Chamber, with the participation of a representative of the student self-government and under the directives adopted by the Academic Chamber and approved by the Minister of Education and Education. These Directives shall take account in particular of prior education, age, publication and employment or other life experience of the tenderer.
(2) The first year's regular listeners are imatricated on the condition that they carry out the prescribed test on time and success in the first two semesters.
(1) Academic degrees and conditions for their acquisition will be laid down in the test schedules.
(2) The Minister for Education and Education will issue regulations on the library, reading room, magazine publishing, institutes, clinics and other necessary facilities of the school, extension building, courses, self-administration and listeners, and support for study trips for listeners and teachers.
Unless otherwise specified, the political and social regulations of a general nature applicable to universities shall apply to the College.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
