DECLARATION
Ministry of Interior of the Czech Republic
of 12 February 1991
implementing for secondary schools of the Ministry of Interior of the Czech Republic certain provisions of Act No. 29 / 1984 Coll., on the System of Primary and Secondary Schools (School Act), as amended by Act No. 171 / 1990 Coll. and Act No. 522 / 1990 Coll.
The Ministry of Interior of the Czech Republic provides pursuant to § 26 paragraph 4, having regard to § 54 paragraph 3 of Act No. 29 / 1984 Coll., on the System of Primary and Secondary Schools (School Act), as amended by Act No. 171 / 1990 Coll.:
BASIC PROVISIONS
The secondary schools of the Ministry of Interior of the Czech Republic ("the secondary school ') prepare members of the Police of the Czech Republic (" the policeman') for the performance of a direct security service with the services of the Police of the Czech Republic ("the department ') and provide them with full secondary vocational training in the field of security law.
Type and name of secondary schools
(1) The following type of secondary school is hereby established: "Central Police School of the Ministry of the Interior of the Czech Republic" (hereinafter referred to as "Secondary Police School").
(2) The name of the secondary police school shall consist of an indication of the type of school and the name of the municipality where the secondary police school is based.

(1) The High School of Police organises building studies and postgraduate studies in a specified field of study (1)
(2) The extension course is intended for police officers with secondary vocational training, lasting two years and ending with the graduation exam.
(3) The post-graduate course is intended for police officers who have obtained a full secondary education or a full secondary vocational education, lasting between three and twelve months and ending with the final completion of the final graduation examination.
(4) Construction and graduate studies are organised in the form of daily studies. Graduate studies may also be organised in the form of long-distance or external studies. 2)
(5) The study in the performance of the service can be combined with daily study (combined study). The content and scope of the study in the performance of the service, combined study and daily study are the same.
ACCEPTANCE TO THE SUPPORT AND THE SUPPORT STUDY
(1) The officers referred to in § 3 (2) and (3) may apply for the extension and graduation studies.
(2) The competent service body shall complete the application by its opinion and forward it no later than 90 days before the date to be determined by the Ministry of Interior of the Czech Republic (hereinafter referred to as "the Ministry ') as the date of entry into the secondary police school, the Director of the secondary police school (hereinafter referred to as" the Director of the School') to which the police officer applies.
(3) The decision to accept or not to accept the initial or post-graduate studies shall be notified to the police officer no later than 60 days before the date to be determined by the Ministry as the date of entry into the secondary police school.
(4) Subject to the agreement of the Ministry, the school director may make admission to the initial or post-graduate studies subject to the examination. In such a case, the school director shall decide on the admission of a police officer to an extension or post-graduate course according to the results of the entrance exam.
(5) A student of a secondary police school (hereinafter referred to as "pupil") becomes a policeman on the date specified in the decision of the school director to accept a secondary police school.
Rights and responsibilities of pupils
(1) Teachers have the right
(a) to use all the facilities of the secondary police school intended for study and teaching, cultural education and sports activities;
(b) require consultation with teachers, engage in interest groups and high school professional activities;
(c) participate in the improvement of teaching, social work and raising the level of accommodation and meals for pupils.
(2) Pupils are required
(a) carrying out study duties;
(b) expand and deepen your knowledge, skills and habits, enhance your physical fitness and professional level;
c) exemplary performance at school and in public, taking care of your personal appearance,
(d) comply with the school rules and the day-to-day rules of the secondary police school, conserve the internal and technical equipment of the secondary police school and ensure the economical use of the items entrusted to them by the secondary police school.
Education measures
(1
(a) a written commendation,
(b) a gift in kind or in cash.
(2) Pupils who fail to fulfil their studies or in a gross or repeated manner to violate the school rules or the daily order of the secondary police school may be ordered:
(a) an admonition;
(b) conditional exclusion from a study with a trial period of up to one year;
(c) exclusion from the study.
(3) The educational measures referred to in paragraph 1 shall be granted and imposed by the school director in accordance with paragraph 2.
The provisions on educational measures are without prejudice to the disciplinary authority of the school director.
STATUS AND SUPPORT STUDIES
Construction studies
Organisation of educational activities
(1) The High Police School provides theoretical teaching and practical teaching which is carried out according to the teaching plans and curriculum approved by the Ministry.
(2) In theoretical teaching, pupils acquire knowledge that they apply in practical activities. Theoretical teaching takes place in parallel with practical teaching.
(3) Practical teaching takes the form of practical exercises and professional practice.
Transfer to another high school police school
(1) At the request of the student, a transfer to another secondary police school preparing pupils in the same specialisation may be authorised.
(2) The student's application under the preceding paragraph shall be decided by the principal of the school to which the student wishes to transfer.
Discontinuation
(1) For serious, particularly health reasons, pupils may discontinue their studies at a secondary police school.
(2) The school director shall decide on the suspension at the request of the pupil or on his own initiative. At the same time, it shall determine the duration of the study interruption. The length of the study interruption shall not exceed two years.
(3) At the end of the end of the study, the pupil shall continue the year in which the study was interrupted and the school director shall, if necessary, allow the pupil to carry out the examinations necessary to classify the pupil for the relevant period. If the study has been interrupted after the end of the year, the pupil shall start the following year after the study has ceased.
(4) If the reasons for the interruption of the study are omitted, the student may, at the request of the student, decide to terminate the study even before the end of the period laid down in paragraph 2.
(5) The school director shall request the opinion of the competent service authority to request the pupil's request to discontinue the study or to terminate the study before the end of the period determined in accordance with paragraph 2.
(6) For the duration of the study, the student does not have the rights and duties of a student of a secondary police school.
Senior year procedure
A pupil who has benefited from the overall assessment progresses to the upper grade.
Leaving the study
(1) If the student intends to leave the studies, he shall inform the school director in writing.
(2) The school director shall inform the competent service authority of leaving the study by the pupil.
Calculation of previous studies
(1) A state examination shall be counted for an unlimited period of time for the study of a high-school police school. The calculation of the state examination entitles the teaching subject to release.
(2) The previous study counted in accordance with paragraph 1 shall not replace the graduation examination of the subjects concerned.
(3) The Director of the secondary school shall decide on the setting-up of the previous student.3)
Classification of pupils
(1) The pupil's benefit in individual subjects is classified as follows:
1 - excellent,
2 - commendable,
3 - good,
4 - sufficient,
5 - insufficient.
(2) If the pupil cannot try and classify for serious reasons within the proper term of a semester, the school director shall determine a replacement term for its examination and classification, as a rule, so that the classification can be completed within 30 days of the end of the relevant semester.
(3) If the student has doubts as to the accuracy of the classification at the end of the semester, he may, within three days of the date on which he became aware of the result, ask the school director for a peer review. The principal of the school shall order the examination within eight days of receipt of the application. A pupil may not be re-tested if, during the classification period, a pupil has been medically tested from a subject whose classification is contested. The principal of the school shall arrange for the examination of the pupil by a committee if he finds that the teacher has violated the rules of evaluation and classification.
Overall pupil benefit assessment
(1) The overall assessment of the pupil's benefit at the end of the semester expresses the results of his classification in compulsory subjects. Classification in optional articles is not included in the overall assessment.
(2) The overall assessment of the pupil's benefit at the end of the semester is expressed as follows:
(a) served with distinction,
(b) has benefited very well,
(c) benefit,
(d) failed.
(3) The pupil has benefited from honours, unless he is less than commendable in any subject and the average benefit is less than 1,5.
(4) The pupil has benefited very well if he does not benefit in any subject worse than good and the average benefit is less than 2.0.
(5) The pupil has benefited if there is insufficient benefit in any subject.
(6) The pupil did not benefit if the benefit of an article is insufficient even after the correction test.
Repair tests and other repair tests
(1) A pupil who is classified at the end of the semester from up to two compulsory subjects with a degree of benefit not sufficient may take a corrective test from such subjects. If the pupil is still underqualified in the correction test, he may take another correction test.
(2) At the end of the half-year, the dates for carrying out the repair tests and other repair tests shall be determined by the school director so that the repair tests and other repair tests are completed no later than 30 days after the end of the half-year.
Comprehensive tests
(1) A pupil shall be classified on the basis of the outcome of a comic test if:
(a) request the examination or if the examination is carried out at the initiative of the school director (Section 14 (3));
(b) carry out repair tests (Section 16);
(c) conduct examinations in external or remote studies.
(2) The Committee for Comprehensive Trials is at least three members. It shall be composed of the President, who shall be the principal of the school or the teacher appointed by him, and an associate. The principal of the school shall be appointed by the principal of the teachers who teach the subject to be tested. The result of the examination shall be announced publicly by the chairman of the panel on the day of the examination.
Graduate studies
(1) Paragraphs 5, 6 (2), 7, 8, 12, 14, 15 and 17 of this Decree apply to the organisation and conduct of the graduate studies.
(2) Paragraph 16 applies mutatis mutandis to post-graduate studies.
(3) Transfers to another high school police school and graduation are not allowed at graduation.
TERMINATION OF THE SETTING STUDY AND THE SUPPORT STUDY
Termination of superstructure studies
Graduation exam
(1) Graduate examination is a comprehensive test designed to determine how pupils have acquired knowledge and skills within the scope of the teaching set out in the curriculum and curriculum and how they are prepared for the performance of the service.
(2) A pupil may take a graduation course if he has benefited from the overall assessment at the end of the second semester of the final year.
(3) Before the start of oral examinations, pupils shall not take part in teaching for five teaching days; This period is intended for preparation for the completion of the graduation exam.
(1) The graduation examination contains a written and oral examination from the Czech language and literature, which has a language and literary component, an oral examination from the law or a comprehensive oral examination from the law and search and oral examination from two professional subjects.
(2) The written examination of the Czech language and literature takes no more than 240 minutes. The oral examination of one subject of instruction and the comprehensive oral examination of law and search takes 15 to 20 minutes; if part of the oral examination is practical, it shall last for a maximum of 30 minutes.
(3) The preparation of the pupil for the oral examination for a single subject takes 15 to 20 minutes and for a comprehensive oral examination from the right and search for 30 minutes.
(4) The oral examination of vocational subjects may be divided into practical and theoretical sections.
(5) The practical skills of the pupil in the winning topic shall be verified in the practical part; a written or graphical solution of the task, a demonstration or practical action may be included.
(6) The theoretical part shall verify the knowledge of pupils in the drawn topic; The theoretical part of the examination may also be the defence of complex professional work which the pupil or group of pupils has worked out during the course of the study.
(7) The student may, with the agreement of the school director, take an oral examination of another compulsory subject of instruction included in the curriculum.
Organisation of the Graduate Exam
(1) Graduation tests shall take place during a proper test period. Corrective examinations and graduation examinations in the alternative period (Section 25) shall take place during an exceptional examination period. In the exceptional test period, the entire exam may also be repeated (§ 26).
(2) A full examination period, an extraordinary examination period and days for the performance of the final examination, the repair examination, the final examination at the alternate date or for the repetition of the full examination shall be determined by the school director at the end of the second semester of the final year. The exceptional test period shall end no later than 60 days after the end of the semester.
(3) For a written examination from Czech language and literature, the student chooses one of the set topics. During the oral examination of Czech language and literature, the oral examination of law or a comprehensive oral examination of law and search and the oral examination of professional subjects, the pupil draws one of the specified topics.
(4) The subjects for examination are set by the school director. Where appropriate, the subjects shall include a list of the aids that pupils may use and the subjects for the practical part of the training course, as well as the time set for the task assigned. Four topics are set for the written examination of Czech language and literature; for oral examination from Czech language and literature, oral examination from law or oral examination from law and search and oral examination from professional subjects 25 to 30 topics.
Graduation exam is held at the high school police school in which he studied. In exceptional cases, the Ministry may authorise the pupil to take a graduation exam in another high school police school.
Test Panel
(1) The graduation examination shall take place before the Examination Committee; more than one test committee may be set up in one high school police school.
(2) The examination committee shall have permanent members and other members. The permanent members are the President, Vice-President and Class Teacher.
(3) Other members of the examination committee are, according to the subject under examination, the teacher of the subject and the associate.
(4) The Chairpersons of the Examination Committees shall be appointed by the Ministry on a proposal from the Director of the School in which the final examination is held. The President of the Examination Board may be appointed as the Director or Teacher of another secondary police school having at least five years of teaching experience. The head of the examination committee shall be the principal of the school or his authorised representative in the course of the repair tests, tests at the alternate time or at the repetition of the examination.
(5) The Director of the School shall appoint the Vice-President and other members of the Examination Committee from among the teachers of the school in which the graduation examination takes place. A teacher who has at least five years of teaching experience may be appointed Vice-President of the Examination Committee.
(6) The chairman of the examination committee shall direct the work of the committee, check the readiness of the graduation exam, evaluate its level and the classification of pupils.
(7) If, for serious reasons, the Chairman of the Examination Board is unable to perform his duties, the Vice-President shall assume his duties.
(8) The Ministry and, in agreement with the Ministry, the police directorate are entitled to send for senior examinations authorised by the staff who have the right to examine additional questions about the knowledge of the student under examination; However, they shall not participate in the evaluation.
(9) After completion of the final examination of all class pupils, a final panel meeting shall be held. The President shall discuss the evaluation of the course and the overall level of the graduation examination.
Classification and evaluation of senior examinations
(1) The pupil's benefit in the graduation exam is classified as follows:
1 - excellent,
2 - commendable,
3 - good,
4 - sufficient,
5 - insufficient.
(2) The classification of the pupil in the graduation exam is approved by the examination committee by voting. In the event of a tie, the chairman's vote shall be decisive.
(3) A written examination from the Czech language and literature is classified by the teacher and the result is reported to the pupil no later than one week before the beginning of the oral examinations. When designing the final classification of the exam from the Czech language and literature the examination committee will take into account the outcome of the written examination. The pupil, who has insufficient benefit from the written examination of the Czech language and literature, takes the oral examination in a proper examination period.
(4) If a pupil takes a test from an object of the graduation examination illegally, the chair of the examination committee or the teacher supervising his examination shall interrupt. After consulting the committee or during the written examination of the Czech language and literature, after consulting the school director, he will tell the student whether he can continue the examination. If the pupil is not allowed to continue the final examination, it shall be considered as being underqualified from the relevant subject of the final examination.
(5) The overall evaluation of the graduation examination does not include the benefit of the subject from which the pupil performs the graduate examination voluntarily (§ 20 (7)).
(6) The overall assessment of the pupil for the final examination is carried out by the examination panel according to the following scale:
(a) benefit with honours if the pupil does not benefit from individual subjects of the final degree of benefit worse than the commendable and average benefit of the overall evaluation of the final exam of less than 1,5;
(b) benefit very well if the pupil does not benefit from individual subjects of the final degree of benefit worse than good and the average benefit from the overall evaluation of the final exam is less than 2,0;
(c) benefit if the pupil does not benefit worse than sufficient from individual subjects of the graduation examination;
(d) it did not benefit if the pupil has insufficient benefit in a subject of the final examination even after the correction test.
(7) The total evaluation of the final examination, including the evaluation of individual subjects, shall be notified to the student by the chairman of the examination committee on the date on which the pupil completed the examination.
(8) The Certificate of Graduation Exam is issued only to pupils who have passed the Graduation Exam. The report shall have the date of the final panel meeting.
Corrective examinations and graduation examinations at the replacement date
(1) If the pupil has been underclassed for the final examination of certain subjects, but not more than two, he may take the corrective examination from those subjects.
(2) A pupil who, for serious reasons, has not been able to take the final examination in a proper examination period may take it within a period of time.
Recurrent Graduation Exam
(1) If the pupil has been classified as insufficient from more than two subjects for the final examination, or if he has been classified as insufficient for the final examination, he may repeat the full course.
(2) The pupil may only repeat the final examination once.
The graduation examination may be held no later than two years after the date on which the extension study was to be completed.
Termination
Final graduation exam
(1) The final post-graduate examination is a theoretical and practical examination of vocational subjects included in the curriculum, which takes place before the examination committee. The examination committee shall be at least three members.
(2) The President of the Examination Committee shall, on a proposal from the Director of the School in which the final graduation examination is held, be appointed by the Ministry. An expert of a direct security nature shall be appointed as chair of the Examination Board.
