of 16 April 1948
adapting, for a transitional period, the election and the powers of the National Assembly and the activities of the National Assembly to the effect of the new Constitution.
The Constitutional National Assembly of the Czechoslovak Republic decided on the following constitutional law:
(1) Following the completion of the activities of the Constitutional National Assembly, elected under the Constitutional Act of 11 April 1946, No 65 Coll., on the Constitutional National Assembly, it will exercise the power to legislate, either under the provisions of the new Constitution or if the new Constitution does not become effective, under the provisions of this Act, under the National Assembly elected under this Act.
(2) The National Assembly consists of a single House of 300 Members.
(3) His term of office is six years.
(1) The election right to the National Assembly is general, equal, direct and secret. The elections shall be conducted according to the principle of proportional representation.
(2) Every citizen of the Czechoslovak Republic shall have the right to vote once he has reached the 18th year if he meets the other legal conditions.
(3) Any citizen of the Czechoslovak Republic may be elected a Member once he has reached 21 years if he meets the other legal conditions.
The provisions on further conditions and on the exercise of the right to vote, as well as on the conduct of elections to the National Assembly referred to in Article 1, shall contain the Law of 21 February 1946, No 28 Coll., on the modification of permanent electoral lists, and the Law on elections to the National Assembly.
If the new Constitution does not come into effect, the National Assembly referred to in Article 1 shall, unless otherwise provided for in this Constitutional Law, apply mutatis mutandis to the provisions of Articles 1, 2, 3 and 4, as well as Articles 2, 7, 8 and 10 to 13 of Constitutional Law No 65 / 1946 Coll., also to the provisions of Article 48 of the Charter of 1920.
(1) The Constitutional National Assembly, elected under Constitutional Act No. 65 / 1946 Coll., remains in operation until a new National Assembly is elected, but no later than 17 June 1948.
(2) This is without prejudice to the provisions of Article 7, paragraph 1, the sentences of the first and paragraph 2 of Constitutional Law No 65 / 1946 Coll.
(3) Article 9 of Constitutional Law No 65 / 1946 Coll. expires for the remainder of the term of office of the Constitutional National Assembly.
This constitutional law shall take effect on the day of its publication; it shall be carried out by all members of the Government.
