ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 12 March 2020
on the adoption of crisis measures
Following the Government Resolution 194 of 12 March 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 and Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures, by virtue of Article 6 (1) (b) of the Crisis Act.
Government
I. prohibits
1. all carriers in international road passenger transport provided by vehicles with occupancy capacity above 9 persons with effect from 14 March 2020, from 00: 00 hours passenger transport across the borders of the Czech Republic,
2. all carriers in international rail passenger transport with effect from 14 March 2020, from 00: 00 hours passenger transport across the Czech Republic,
3. all carriers in cross-border inland waterway passenger transport with effect from 14 March 2020 from 00: 00 hours passenger transport across the borders of the Czech Republic,
4. to all carriers with effect from 14 March 2020, from 00: 00, to use airports other than the international public airport Václav Havel Praha (Prague / Ruzyně, LKPR) as part of commercial air transport with passengers on board where the border of the Czech Republic is crossed;
II. Allows
1. in international road passenger occasional transport provided by vehicles with occupancy over 9 persons to the citizens of the Czech Republic and foreigners residing with temporary residence over 90 days or permanent residence in the Czech Republic who return to the Czech Republic, return to the Czech Republic,
2. in international road passenger occasional transport provided by vehicles with occupancy over 9 persons to foreigners leaving the Czech Republic,
3. to carriers in international road passenger transport located in the Czech Republic as well as to carriers located outside the Czech Republic to transport empty buses without passengers to / outside the Czech Republic,
4. to carriers in international rail passenger transport located in the Czech Republic as well as to carriers located outside the Czech Republic to transport empty sets without passengers to / outside the Czech Republic,
5. transport to transboundary inland waterway passenger transport located in the Czech Republic as well as to carriers located outside the Czech Republic to transport empty vessels without passengers to / outside the Czech Republic;
III. Provides that the Minister for Transport may grant an exemption from this exceptional measure.
