GOVERNMENT REGULATION
of 27 October 2004
defining the Bird Region of Otava and Vltava Valley
The Government orders pursuant to § 45e paragraphs 1 and 2 of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 218 / 2004 Coll.:
Subject matter
(1) The avian region of Otava and Vltava Valley ("the bird region") is defined.
(2) The object of the protection of the bird's area is the populations of the large-scale brew (Bubo bubo) and the smallest-shot (Glaucidium passerinum) and their biotopes.
(3) The aim of the protection of the birds' area is to preserve and, where appropriate, restore ecosystems relevant to birds' species as referred to in paragraph 2 in their natural area of extension and to ensure conditions for the conservation of the populations of those species in a conservation-friendly state.
Definition of bird area
(1) The bird region is situated in the territory of the South Bohemia and Central Bohemia Region, in the cadastral territories of Bohovice, Borečnice, Branice, Cerhonice, Dědovice, Dolní Ostrovce, Držov, Dohloušice u Kozárovice, Horní Ostrov, Krást u Zahořán, Jetětice, Jickovice, Kamenice, Klučenice, Kozárovice u u Orlíka, Kučíř, Květov, Louka nad Otavou, Malčice u Mirotice, Nevice, Nové Ves u Čeže, Orlický Zlákovice, Orlík nad nad Vlátava, Osek u Milevska, Podloví I, Podskoli II, Probulov, Rukavec, Skáveč, Skupa, Skulanovice, Skelanovice, Stěžice, Stekležice, Stekležice, Stekležice, Skážice, Sk@@
(2) The territorial demarcation and description of the border of the bird area are set out in Annex 1 to this Regulation; the indicative graphical representation of the bird area is given in Annex 2 to this Regulation.
(3) The map documents of the scale 1: 50 000, in which the territory of the bird region is drawn, are stored in the central list of nature protection1) and in electronic form at the Ministry of the Environment, the Regional Office of the South Bohemian Region and the Regional Office of the Central Bohemian Region and the municipal authorities of the municipalities with extended scope in whose administrative district the bird region is located.
Activities to which the consent of the nature protection authority is required
(1) Only with the prior agreement of the competent authority of nature protection (2) may the territory of the municipalities be located in the birds' area outside the concurrently built and stoppable (3),
(a) carry out all toll and pre-toll mining and mechanized work in the forestry activity between 15 February and 30 May at a distance of less than 200 m from the known nest of a large field,
(b) change the type of land and the manner in which it is used4);
(c) carry out an aerial application of biocides;
d) to reposition buildings and hunting equipment at a distance of less than 200 m from known nesting sites of a large field;
(e) to set out new tourist paths outside existing communications (5);
f) conduct climbing activities.
(2) Prior consent of the competent nature conservation authority is not required
(a) measures preventing or hindering the effects of harmful factors on the forest and measures in the event of exceptional circumstances and unforeseen damage in the forest under special legislation (6);
(b) in the implementation of road operations7).
(3) The localisation of known nests referred to in paragraph 1 (a) shall be communicated in writing to the owners of the forest land concerned by the competent nature conservation authority before or during the period of limitation of mining activities.
Efficacy
This Regulation shall enter into force on the day of its publication.

Territorial demarcation and description of the border of the Bird Region of Otava and Vltava Valley
From the left bank of Otava leads the border of the bird region to the stream flowing from Borečnice to the centre of Borečnice. From there, it continues in the northern direction along the field road *) and after approximately 300 metres turns west on the forest line to the railway line Vráž - Čežová, which continues in the south direction to the dam of the Krázák pond near Zlivice. The border passes the northern bank of the pond along the border of the parcel and continues along the creek, circling the northern banks of the Makov and Nezad ponds and following the stream continues in the northwest direction to the road * *). Following it, it continues in the northwest direction about 900 m to the edge of the forest, where it crosses to the border of K. Ú. Nová Ves u Číží, which leads in the eastern and northern direction to the barrier of the Skalický pond. From the dam leads the border in the north direction to the Jesenice creek to its mouth into the New pond and continues along the border of its parcel from the north side and then to the dam where it crosses to the border at K. Ú. Cerhonice. Following the border k. Ú. leads the border of the bird region in the northern direction to the river Lomnici, following it turns east in the direction of the river Lomnici and after about 250 m it crosses the bridge to the local communication * * *), on which it continues in the north direction through the village Karlov to the road II.
Following this road, the border of the bird region leads in the eastern direction, crosses the railway line and then turns the road in the southern direction into the village Ostrovec. From the village Ostrovec the border continues in the northern direction after the communication to the village Varvájov to the intersection with the road Mirotice - Vodkovské Podhrady, after which it continues in the eastern direction and after approximately 2 000 m it turns in the northern direction along the border k.ú. Zbonín. Following this border it leads to the road Varvájov - Nestázice and along it continues in the north direction about 2,000 m to the turn of the field road, which it follows in the eastern and northern direction to its crossing with the Deer creek. Following this stream, the eastern border continues in an eastern direction of about 800 m, and continues in a northern direction along the field road to the river coming from the village of Nezezice. Following the stream, it continues in the eastern direction until its entry into the Orlická valley tank and further along the border of the parcel of the water tank in the northern direction to the estuary of the Probulovský creek. The Probulov stream follows the northwest border to the confluence of two streams approximately 500 m east of Probulov, where it crosses the forest line. Following the edge of the forest it leads in the north direction, crosses the first class of Mirovice - Milevsko and continues in the west and north direction still along the edge of the forest to the local communication on the eastern edge of Orlík nad Vltavou and continues in the north and northwest direction after local communication to the turn of local communication to the castle Orlík.
From this point the border leads east after the stream to the border of the parcel of Orlická dam tank and follows the border of the birds' area in the north direction the border of the parcel of Orlická dam tank to the point where it is crossed by the boundary of the town of Podskalí I. Following this border it continues in the western direction to Trnovec pond and from its northwest edge it continues in the northern direction to the border k. Ú. the village Podskalí I to the secluded Horrible. From this solitude the northwest border continues along the edge of the forest approximately 200 m, where it is connected to the field road and continues along the northwest direction about 800 m to the pond parcel. Here, the border turns northeast towards the border of the pond parcel on its southern edge to the creek and after its flow to the edge of the forest. Following the edge of the forest, the border of the bird region leads in the north direction to the settlement Poddolovice. Here it moves to local communication, which leads to the northeast about 300 m and further turns north towards the border k. From this solitude, the border continues in the northern direction about 700 m after local communication and further diverts to the forest road, along which it continues in the eastern direction until the settlement of Lavicka. In the settlement of the Bench, the border of the bird area passes on to the local communication on which it continues in the northern and further east direction to the boundary of the water area of the Orlická dam tank, which crosses the shortest distance to the right bank.
Following the eastern border of the parcel of Orlická dam tank, the border of the bird area continues in the south direction to the place south of the settlement of the Market, where it crosses to the border of K. Ú. Těchnice. Following this border and then along the border of Klučenice, the village of Klučenice continues in approximately 2 000 m east towards the intersection of the forest roads northeast of Trepanka solitude. Here it crosses the border to the forest road and follows it in the south direction about 1,100 m and on the edge of the forest near the village Na Ovčín continues along the forest road about 250 m west. In these places it passes on the forest road, along which it continues in the southern and southwest direction to the Klučenice stream and after its flow leads west to the border of the parcel Orlická dam tank.
Following the eastern border of the parcel dam tank, the border continues in the southern direction until the place south of the village Podskalí, where it crosses the border of the village Voltýřov, on which it continues in the eastern direction to the intersection of local roads approximately 300 m east of the hill Žíkov. From this point the border continues in the southern direction along the stream to the border of the parcel of the Orlická dam tank. Following this border, the border of the birds' area leads in the eastern and further south direction to the places where near the castle Orlík diverges from the shores of the tank of local communication to the village of Krást. Following this communication the border leads in the eastern direction, passes through the village Hrást and after about 1 000 m passes to the border k. Úst, the village Hrást, which continues in the southern direction, crosses the Žebrakovský brook and continues in the southern direction to the edge of the current forest area to the location U Černý křevě. From this point the border continues south and west along the edge of the forest to the solitude in Jiviny, where it passes to the local communication, on which it continues in the south direction to the village of Kostelec nad Vltavou.
From this village, the border of the birds' area leads in the southwest direction along the field road to the edge of the forest at the top of Doubrava, and from this point follows the edge of the forest in the south direction to the solitude of the Pansky Forest. Here the border passes to local communication, leads around 250 m east and then continues south on local roads and forest roads following the edge of the forest to the southern edge of the Sobík pond dam. From this point the border leads in the southern direction approximately 1,200 m to the edge of the forest, which then follows the southwest and south towards the Varta settlement. Here the border passes to the local communication, on which it continues in the eastern direction, passes through the village of Jickovice and around 200 m beyond the eastern edge of the village turns south along the field path, along which it continues to the village of Kucherc and then leads along the roads of III.
From the village of Osek the border of the bird region leads southeast towards the edge of the forest and further south along the forest road to the edge of the forest northwest of Rukavec. Along the edge of the forest, the border continues in the south direction to the road III of the class, on which it continues in the south direction to the road III. Following the road, the border leads further south and then east to the village of Branice, and along the roads it continues through the villages of Stehlovice and Jetetice to the village of Jetětic solitude, where it passes to the railway line Jetětice - Vlastec. Following the track he continues in the western direction, crosses the valley tank Orlík and on the edge of the forest approximately 900 m east of the village Red Újedec crosses the border of the forest, on which he continues in the northern and further west direction to the road II. Záhoří - Animal Underground south of the Dejmov pond. Following the road, the border continues in the northern direction of approximately 300 m, and under the dam of the Dejmov pond it passes to the flow of the stream, along which it continues west about 1,200 m to the edge of the forest. It leads the border in the southern direction, passes the solitude of the Chyšák and continues along the edge of the forest to the village of Tukleka.
From the village of Tukleka, the border of the bird region follows local communication in the southwest and further west through the village of Spoží to the village of Louka. From the village of Louka, the border continues in the southern direction following local communication to the village of Držov, and continues in the southwest direction along the stream to the edge of the Otava river, which crosses the shortest distance to the left bank to the point of the river inlet from Borečnice.
