DECLARATION
of 13 March 2007
on procedures for testing centres to assess the eligibility to implement links between public administration information systems through a reference interface
The Ministry of Informatics provides pursuant to § 12 (1) (i) of Act No. 365 / 2000 Coll., on Information Systems of Public Administration and on the amendment of certain other laws, as amended by Act No. 81 / 2006 Coll., hereinafter referred to as "the Act":
§ 1
Subject matter
This decree lays down procedures for the testing centres to assess the eligibility for the implementation of links between public administration information systems (hereinafter referred to as "the implementation of links') through a reference interface.
§ 2
Method of assessment of competence
(1) Assessment of the eligibility to implement links through the reference interface consists of two parts
(a) tests;
(b) determination of the test result.
(2) The attestation centre shall initiate the assessment of eligibility for the implementation of the links through the reference interface by assessing whether the applicant for the attestation (hereinafter referred to as "the applicant") has transmitted the information on the availability of the public administration information system under a special legislation1) to the information system on the public administration information system2).
§ 3
Test
(1) The test centre shall assess these aspects during the test
(a) compliance with the technical documentation of the service (3);
(b) the consistency of data elements used in the implementation of the link with data elements declared through the data element information system (4).
(2) When carrying out the test referred to in paragraph 1 (a), the testing centre
(a) verify that the link of the public administration information system subject to attestations is in accordance with the technical documentation of the service3) for all processes specified in the technical documentation of the service by which the service or information may be requested or for part of such procedures; and
(b) assess compliance
1. the response of the public administration information system to the request for a service or information, including error reports, if they occur during the implementation of the link, with the service documentation (5);
2. implementation of the link with the service documentation 5),
3. the way in which the security of the service provided and the scope of the access permissions and their possible limitations for individual authorised users of the service with a security policy (6).
(3) The testing centre must use data from the information system on public administration information systems (2) and data element information system (4) when assessing the capability to implement links through the reference interface.
§ 4
Data recording during the test
(1) The attestation centre records the findings it has made during the examination in the test report referred to in Article 6d (4) of the Act (hereinafter referred to as the "Protocol"), in particular, on each of the aspects considered in Article 3 (1).
(2) The Centre shall submit to the Protocol:
(a) the words "met" or "not met" shall indicate the words "not met" if:
1. the implementation of the link is not in accordance with the technical documentation of the service; or
2. the declared data elements are not used when the binding takes place;
(b) the name, registered office and address of the applicant;
(c) a list of all documents submitted for assessment, including the description of their version, the number of pages and the date of their approval by the applicant;
(d) the name and address of the test centre which carried out the test;
(e) the name or surname of the natural person who carried out the examination on behalf of the attestations centre or of the staff of the attestations centre who conducted the test;
(f) the date of commencement of the test and the date of completion thereof;
(g) description of the course of the test; where the link has been verified only for part of the procedures specified in the technical documentation of the service by which the service or information may be requested, a list of those procedures;
(h) the findings referred to in paragraph 1;
(i) the result of the test carried out and its justification pursuant to Article 5;
(j) the name or surname of the staff member of the test centre who is entitled to approve the test report, its signature and the date of approval of the report;
(k) the date of the next test.
(3) The testing centre shall keep the report and documentation referred to in Article 3 (2) for at least 10 years from the date of issue of the test.
§ 5
Procedure for determining the test result
(1) On the basis of the findings made during the assessment during the test, the testing centre shall determine the total test result.
(2) The test result "meets" shall be determined by the testing centre in the event that, in the course of the assessment referred to in Article 3 (1), the opinion "met" has been included in the protocol on all aspects considered or the applicant has removed the deficiencies identified during the assessment.
(3) The result of the "not met" test is determined by the testing centre where, during the assessment referred to in Article 3 (1), the opinion "not met" has been included in the protocol at least one of the aspects assessed or no data transmission has occurred within the meaning of Article 2 (2) in accordance with a specific legislation1).
(4) In the justification for the result of the test, the testing centre shall indicate:
(a) it "meets" the test result, stating that it did not find any deficiencies during the assessment or that the applicant removed the deficiencies found, and a description of the deficiencies eliminated;
(b) does not "meet" the description of the deficiencies identified.
§ 6
Efficacy
This decree shall take effect on the day of its publication.
