GOVERNMENT REGULATION
of 21 December 2011
amending Government Regulation No. 104 / 2005 Coll., establishing a catalogue of activities in the Security Corps, as amended
The Government orders pursuant to § 116 (2) of Act No. 361 / 2003 Coll., on the service relationship of members of the Security Corps:
Čl. I
Government Decree No. 104 / 2005 Coll., establishing a catalogue of activities in the Security Corps, as amended by Government Decree No. 517 / 2005 Coll. and Government Decree No. 450 / 2008 Coll., is amended as follows:
1. In Section 1, the word "a 'is replaced by a comma and at the end of the text of the section the words" and the General Inspection of Security Corps' are added.
2. In Section 3, the words "and 'are replaced by a comma and after the words" The Fire Department of the Czech Republic' are inserted the words "and the General Inspection of Security Corps'.
3. the title of the Annex shall read as follows:
"Catalogue of activities in the performance of service in the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic, the Fire Department of the Czech Republic and the General Inspection of Security Corps."
4. Specific activities 1.1. The customs administration of the Czech Republic in the 8th tariff class in point 3 is deleted.
5. Specific activities 1.2. The prison service of the Czech Republic in the 3rd tariff class item 5 reads:
"5. Performance of basic service tasks with service dog. '.
6. Specific activities 1.2. At the end of the text of point 1, the prison service of the Czech Republic in the 4th tariff class is supplemented by the words "or the exercise of essential activities in the intervention unit in the detention, prison or institution."
7. Specific activities 1.2. The prison service of the Czech Republic in the 4th tariff class item 7 reads:
'7. Performance of comprehensive cynological activities in prison, prison or institute. '
8. Specific activities 1.2. The word "collateral" is inserted after the word "Coordination."
9. Specific activities 1.2. The term "Methodic" is replaced by "Self-performance of special cynological activities in searching for narcotic drugs and psychotropic substances in prison, prison or institution."
10. in the Annex in Part 1. Specific activities 1.2. The following point 4 is added to the sixth grade prison service of the Czech Republic:
"4. Performance of professional activities in the security, preparation and use of technical and other means of service in the Czech Prison Service, for example in the field of security and special communication technologies."
11. in the Annex to Part 1. Specific activities 1.2. The prison service of the Czech Republic in the 7th tariff class item 5 reads:
"5. Self-execution of the activities of the entrusted authority of the Czech Prison Service under specific legislation in the prevention, detection, documentation and verification of the criminal activities of persons in custody, custodial sentence and detention detention, committed in prison, prison or institution. '
12. in the Annex in Part 1. Specific activities 1.2. The following point 6 is added to the Czech Prison Service in the 7th tariff class:
'6. Preparation and design of system arrangements and procedures for creating technical and other conditions for the performance of the service in the Czech Prison Service, for example in the field of security and special communication technologies. "
13. in the Annex to Part 1. Specific activities 1.2. The prison service of the Czech Republic in 8th tariff class item 1 reads:
"1. Coordinating the performance of the tasks of the entrusted authority of the Czech Prison Service and carrying out the activities of the entrusted authority of the Czech Prison Service according to specific legislation in the prevention, detection, documentation and verification of the facts and legally highly complex criminal activities of persons in custody, imprisonment and detention detention, committed in detention, prison or institution."
14. in the Annex in Part 1. Specific activities 1.2. The following point 5 is added to the Czech Prison Service in the 8th tariff class:
"5. Coordination of the security, preparation and use of technical and other means and the creation of technical and other conditions for the performance of the service in the Czech Prison Service, for example in the field of security and special communication technologies."
15. in the Annex in Part 1. Specific activities 1.2. The prison service of the Czech Republic in the 9th tariff class item 1 reads:
"1. Self-performance of the activities of the entrusted authority of the Czech Prison Service and coordination of the tasks of the entrusted authority of the Czech Prison Service according to specific legislation in the prevention, detection, documentation and verification of the criminal activities of persons in custody, custodial sentence and detention detention, committed in prison, prison or institution."
16. in the Annex in Part 1. Specific activities 1.2. The following point 5 is added to the 9th grade prison service of the Czech Republic:
"5. Processing of the concept and coordination of the main lines of service of the Czech Prison Service in the field of technical and other conditions."
17. in the Annex in Part 1. Specific activities 1.2. The prison service of the Czech Republic in the 10th tariff class item 1 reads:
"1. Establishment of the concept and coordination of guidelines for police activities in the Czech Prison Service in the prevention, detection, documentation and verification of the criminal activities of persons in the exercise of custody, imprisonment and security detention committed in prison, prison or institution. '
18. in the Annex to Part 1. Specific activities 1.3. The following point 17 is added to the sixth tariff class of the police of the Czech Republic:
"17. Coordination of operations in intervention units in units with a territorial scope of a higher degree (commander of the intervention cooperative). '
19. in the Annex in Part 1. Specific activities 1.3. The following point 13 is added to the 7th tariff class of the police of the Czech Republic:
"13. Coordination of activities in the rapid deployment intervention unit in the department operating throughout the Czech Republic (commander of the intervention team). '
20. in the Annex in Part 1. Specific activities 1.3. The words "or criminal activities of police officers" shall be deleted from the 8th tariff class in point 1.
21. In the Annex in Part 1. Specific activities 1.3. The words "or criminal activities of police officers" shall be deleted from the 9th tariff class in point 2.
22. in the Annex in Part 1. Specific activities 1.3. The words "and in the detection of police crime" shall be deleted from the 10th tariff class in point 1.
23. In Part 1 of the Annex, the following Section 1.5 is added:
"1.5. General Inspection of Security Corps
6. tariff class - Chief Inspector
1. Performance of basic operational search and prosecution activities in the search, detection, verification, documentation and investigation of the criminal activities of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic and Police of the Czech Republic.
2. Self-performance of specialised activities in preparation, implementation and documentation of reliability tests.
3. Coordination of operational activities within the services of the General Inspection of Security Councils, execution of designated emergency and emergency measures.
4. Performing professional criminalistic technical activities within the framework of the General Inspection of Security Corps.
5. Performance of basic operational search and technical research activities in the preparation and use of technical means.
6. Performance of the most demanding specialised operational search activities.
7th tariff class - Commissioner
1. Performance of complex operational search and prosecution activities in the search, detection, verification, documentation and investigation of the criminal activities of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic and Police of the Czech Republic.
2. Performance of demanding professional activities in the preparation and use of technical means in the services of the General Inspection of Security Corps.
3. Performance of demanding professional activities in the preparation, implementation and documentation of reliability tests.
4. Separate provision of specialised criminalistic, technical, expert and expert activities.
5. Performance of specialised professional activities in the intervention unit in the department with competence throughout the Czech Republic.
6. Separate implementation of demanding analytical and information support for the management activities of the General Inspection of Security Councils.
8th tariff class - Chief Commissioner
1. Performance of highly demanding operational search and prosecution activities in the search, detection, verification, documentation or investigation of the criminal activities of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic or the General Inspection of Security Corps.
2. The performance of highly demanding professional activities in the preparation, implementation and documentation of the reliability tests, the coordination of the team created to carry out the tests.
3. A separate creative solution to demanding and complex analytical, methodological and conceptual tasks and to guide the performance of activities within the services of the General Inspection of Security Corps.
4. The performance of highly specialised criminalistic, technical, expert and expert activities in the services of the General Inspection of Security Corps.
5. Coordination of specific activities and ensuring synergies in international cooperation at the level of the General Inspection of Security Corps.
6. Separate implementation of methodological technical supervision and guidance of the activities of the General Inspection of Security Corps.
7. Separate coordination activities in the fields of search, criminal proceedings and operational search activities, including coordination of cooperation with other State authorities and international security cooperation with other States' inspection authorities.
8. Coordination and comprehensive provision of specialised operational search activities, including professional activities in the preparation and use of technical means in the services of the General Inspection of Security Corps.
9. Coordination and methodological guidance of emergency and emergency measures in the framework of the General Inspection of Security Councils and the separate implementation of methodological technical supervision and highly demanding controls in the field of operational centres.
10. Coordination of the Operational and Information Centre with competence throughout the Czech Republic.
11. Coordination of activities in ensuring the safety of protected buildings and workplaces General inspection of security corps throughout the Czech Republic.
9th tariff class - council
1. The exercise of the most demanding forms of operational search and prosecution in the search, detection, investigation, documentation or investigation of the most serious and legally complex criminal activity of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic or the General Inspection of Security Corps.
2. Determining ways of solving extremely complex criminal cases of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic and the Police of the Czech Republic with a national or international impact.
3. Establishment of procedures and creative comprehensive organisation solutions and performance of reliability tests, including methodological management, organisation and control.
4. Creative and conceptual processing of draft measures to prevent the illegal activity of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic and the Police of the Czech Republic on the basis of monitoring and evaluation of information on this illegal activity.
5. Formation of methodological recommendations to other security forces in the fields of tactics and strategies to combat the crime of members and employees of individual security forces, prevention of such crime, development of forms and methods of police practice.
6. Establishment of procedures and a creative comprehensive solution to the most demanding analyses and evaluation of the methods, forms and effectiveness of the measures to ensure security policy within the scope of the General Inspection of Security Councils.
7. Creation of the concept of service of the General Inspection of Security Corps and its departments.
8. Coordination and direction of the performance of the complex of police activities within the services of the General Inspection of Security Councils and their synergies within the services of the General Inspection of Security Councils throughout the Czech Republic, organisation and management of their cooperation.
9. Methodological guidance and coordination of activities in the preparation of internal and government analyses on internal security and public order.
10. The creation of concepts and guidelines for the development of generally binding systems for continuing training of members of the General Inspection of Security Corps.
11. Coordination of the deployment of forces and resources in special operations in the framework of the use of operational means of searching and wiretaps and records of telecommunications traffic and coordination of specialised and criminalistic technical activities.
12. Establishing procedures and a creative comprehensive solution to international security cooperation with other States' inspection bodies.
13. Creation of the concept of search, criminal proceedings, operational search activities in the field of the detection of organised crime, including the establishment of guidelines for cooperation with other national authorities, the competent authorities of other States and international organisations and institutions.
10th tariff class - top board
1. Setting out guidelines for the activities of the General Inspection of Security Councils in the search, detection, verification, documentation or investigation of the criminal activities of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic or the General Inspection of Security Councils and in the prevention of such crime.
(2) The establishment of guidelines for the activities of the General Inspection of Security Councils in carrying out reliability tests.
3. Creation of a concept of long-term development of the activities of the General Inspection of Security Corps.
4. Complex coordination and processing of conceptual materials needed to ensure state security.
11th tariff class - High Council of State
1. Creation of a concept of long-term development of the performance of the service in the field of internal security and public order of the Czech Republic.
2. Comprehensive coordination of the General Inspection of Security Corps. '
24. In the Annex to Part 2:
'2. Other activities in the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic, the Fire Department of the Czech Republic and the General Inspection of Security Corps. "
25. In Part 2 of the Annex, Section 2.5 is added:
"2.5. General Inspection of Security Corps
2.5.1. Management activities
6. tariff class - Chief Inspector
1. Comprehensive provision and documentation of information, publicity and press outputs of the General Inspection of Security Corps to the public and mass media (press).
2. Drawing up draft plans for control actions, standards for the operation of the internal control system, including corrective actions and discussing the results of the control.
3. Separate implementation of highly demanding controls in a specialised area.
4. Comprehensive protection of classified information.
5. Determination and comprehensive provision of emergency and crisis measures.
6. Implementation of analysis in the field of service relations, ensuring the division of activities and the flow of information, including coordination and proposals for optimisation of service.
7th tariff class - Commissioner
1. Ensuring information, publicity and press relations of the General Inspection of Security Councils to the public and mass media in matters of generally of broad importance, including publicity and public media (press).
2. Implementation of the organisation's analyses and its development, ensuring the division of activities and the flow of information, including coordination and proposals to optimise them in the General Inspection of Security Councils.
3. Coordination and methodological guidance of checks throughout the activities of the General Inspection of Security Councils.
4. Determining the development of foreign service relations of the General Inspection of Security Councils concerning the performance of the service and coordinating their implementation and evaluation.
8th tariff class - Chief Commissioner
1. Establishing the concept and coordination of international cooperation of the General Inspection of Security Councils, including its activities within the European Union.
2. Ensuring information, publicity and press activities in the General Inspection of Security Councils in essential matters with national or international implications in relation to the public, foreign authorities, mass media and the like. (press secretary)
3. The creation of a concept of media policy and media strategies of the General Inspection of Security Corps.
4. The establishment of guidelines for the development of the General Inspection System of Security Councils.
9th tariff class - council
1. The creation of a concept of media policy and media strategies of the General Inspection of Security Corps, the formation of a large-scale communication system and the coordination of its integration into multi-departmental systems.
(2) The establishment of guidelines for the development of the General Inspection System of Security Councils with internal breakdown into specialised fields of activity.
2.5.2. Information and communication technology activities
6. tariff class - Chief Inspector
1. Creating and testing complex application software for the performance of service in the General Inspection of Security Corps.
2. Ensuring the correct functioning and functioning of defined user sections, such as operating systems and their superstructures, programming tools, programming language development tools, multimedia systems, communication systems, information systems, data base management systems, scientific, scientific, technical, engineering, graphic, office and other end-user applications, networks and databases. Establishment and organisation of methods and procedures for the use of computer and communication systems.
3. Separate system activity in the field of the implementation and application of computer systems and analyses for the design of user applications of computer systems.
4. Ensuring protection, maintenance and updating of complex databases of the General Inspection of Security Corps.
5. Implementation of system analysis of user requirements, including proposals for databases of the General Inspection of Security Corps and their protection and maintenance.
6. Analysis and projection of partial data processing (user applications) for the performance of the General Inspection of Security Corps service, including the development of relevant project documentation.
7th tariff class - Commissioner
1. Coordination of programming work on application software and processing of sub-application software with connection to the main application software and with links to other database systems or networks.
2. Ensuring the management (admin) of the computer system and the methodological guidance of users, defining their problems and addressing them with all system management actors, such as the management of database operating systems, networks, or suppliers.
3. Provision of operation for changes in ICT or software projects, design of plans, operational and maintenance change standards and procedures, operational testing, preparation and implementation of modifications and ensuring their integrity and providing support to users.
4. Definition of needs, assessment, evaluation and selection of projects for changes in the operation and maintenance of information and communication systems, software or information services used for the performance of service in the General Inspection of Security Corps.
5. System work related to the development of traffic change and maintenance projects of ICT systems, software or information services, such as the definition of models and outputs, the analysis of system requirements (functions and capabilities, user and safety requirements, interface requirements, operation and maintenance), the design of information and communication technology systems architecture and the integration of its components with other systems, qualification testing, installation, review and verification of their functions.
8th tariff class - Chief Commissioner
1. Ensuring the operation of combined or reduced information and communication systems, software or information services projects, the development of plans, operating and maintenance change standards and procedures, testing, preparation and implementation of modifications and ensuring their integrity and providing support to users.
2. Management and coordination of administrations of large-scale central databases, including their design and management of systems for their management.
3. Recruitment, application, verification, commissioning and management of complex data networks, such as global hierarchical data networks. Design of data protection systems and whole systems, design of data backup systems and their implementation. Design connections to other computer systems.
4. Definition of needs, assessment, evaluation and selection of reduced or combined projects for the development of information systems for the performance of service in the General Inspection of Security Councils, Software or Information Services.
5. Creation of the concept of information and communication systems used for the performance of duty in the General Inspection of Security Corps.
6. Projective management of information systems with a large hierarchical structure and links to other information systems, with a large data base or national topology, such as methodological, analytical, normative and other professional activities and the development of information system projects.
7. System specialised work related to the development of reduced or combined projects for the development of ICT systems, software or information services.
8. System analyses of the most complex processes and requirements of users, for example with national deployment including database designs and integration with existing systems used to perform the service in the General Inspection of Security Corps.
9th tariff class - council
1. Creation of the concept of information and communication systems with an extensive hierarchical structure and links to other information systems, with an extensive data base or national topology.
2. Comprehensive management of complex multi-user and multi-tasking operating systems of computers and computer networks of high system level, taking over, verifying and putting into operation of computer and computer systems, ensuring their optimum use and development of their special parts.
3. Concept solutions for the most complex processes and the design of databases and large computer or communication networks with national deployment including interface to other national and world systems.
4. Development and improvement of computer systems for the performance of service in the General Inspection of Security Corps and application of such systems under specific service conditions.
5. Design, optimization and increase the effectiveness of computer equipment used for the performance of service in the General Inspection of Security Councils and Communication Systems.
10th tariff class - top board
1. The establishment of an information policy concept and a strategy for a large-scale system of information systems of the General Security Corps, such as the creation of a long-term IT strategy of the General Security Corps and its Communication Infrastructure, coordination of the development, operation, innovation and maintenance of the Information and Communication Systems System and ensuring its harmonisation with national information policy and other international requirements.
2.5.3. Operating technical activities
6. tariff class - Chief Inspector
1. Ensuring and performing professional repair and maintenance of special machinery and complex equipment and electronic systems used in the activities of the General Inspection of Security Corps including their revival, commissioning and testing (electronics techniques).
7th tariff class - Commissioner
1. Coordination of the preparation and implementation of investments, the processing of investment projects, the coordination of financial security of investments and project, technical, operational, commercial and organisational preparation and resolution of conflicts and the processing of technical expertise, the organisation of the settlement of property relations in the event of crisis situations.
2.5.4. Other specialised activities
7th tariff class - Commissioner
1. Provision of crisis intervention in connection with the performance of the service of a member of the General Inspection of Security Corps.
8th tariff class - Chief Commissioner
1. Comprehensive provision of psychotherapeutic services or psychological advice to persons affected by exceptional occurrences or criminal activities carried out in connection with the performance of the service of a member of the General Inspection of Security Corps.
2. Provision of crisis intervention in particularly difficult life situations in connection with the performance of the service of a member of the General Inspection of Security Corps.
9th tariff class - council
1. Provision of the most demanding psychotherapeutic services including psychological advice and the creation of a concept of the development of psychological services in the General Inspection of Security Corps.
2.5.5. Administrative activities
6. tariff class - Chief Inspector
1. Self-performance of designated administrative and administrative activities within the services of the General Inspection of Security Corps.
2. Certification of professional competence for the performance of service in the General Inspection of Security Corps.
3. Comprehensive protection of classified information.
7th tariff class - Commissioner
1. Comprehensive protection of classified information and personal data within the framework of the General Inspection of Security Corps.
2. The performance of comprehensive administrative activities in the various specialised fields of service of the General Inspection of Security Corps.
8th tariff class - Chief Commissioner
1. Analysis of the security situation based on criminal statistics and open sources of information.
2. Creation of the concept of providing information from the information systems of the General Inspection of Security Corps.
3. Drawing up legal interpretations and opinions and laying down general procedures for the application of legislation in specialised fields, including dealing with factually and legally complex cases.
4. Comprehensive provision of preparedness of the General Inspection of Security Corps to deal with crisis situations, comprehensive processing of crisis plan.
9th tariff class - council
1. Creating the oversight concept for the processing of personal data collected in connection with the performance of a service in the General Inspection of Security Corps, including assessing the general level of technical means deployed.
2. Creation of the concept and strategy of the Information and Communication Policy of the General Inspection of Security Corps.
3. Creating the concept of protecting classified information, including the establishment of binding methods and procedures for the General Inspection of Security Councils.
4. The performance of complex legal activities throughout the field of service of the General Inspection of Security Corps.
5. National coordination of preparations for the participation of the General Inspection of Security Corps in crisis management.
2.5.6. Education and education activities
