laying down details of the use of the national emblem and the national flag of the Czech Republic
The Ministry of Interior of the Czech Republic provides pursuant to Section 5 of the Act of the Czech National Council No. 68 / 1990 Coll., on the Use of the State Sign and the State Flag of the Czech Republic (hereinafter referred to as "the Act"):
Use of the national emblem of the Czech Republic
(1) A large national emblem of the Czech Republic (hereinafter referred to as the "Great State emblem") can only be designated if the offices of the authorities and organisations authorised to use the state emblem of the Czech Republic1 (hereinafter referred to as the "Authorised Authorities and Organisations"). If more than one authorised body or organisation is located in a building, the building shall be marked with only one major state emblem.
(2) If the large State emblem is not part of the architectural decoration of the building, it is used to denote the buildings of the large state emblem made of enamelled sheet in sizes of 30 cm, 45 cm or 60 cm or other imitation of a large state emblement.2)
(3) The large state emblem shall be placed in the middle above the front of the building or above the main entrance to the building or on the right side of the main entrance to the building from a front view. If such a location is undignified or technically impracticable, it may be placed in another suitable location in the building.
(4) If the building ceases to serve as the seat of the authorised authorities and organisations, the large State emblem shall be removed from the building without undue delay. If the large state emblem is a permanent part of the architectural decoration of the building, which is a cultural monument, a binding opinion of the competent authority of the state conservation must be requested to remove it. 3)
(5) In the rooms where the state authorities of the Czech Republic meet and act, and in the election rooms, a large state emblem is placed on the front of the room.
(6) A large State emblem cannot be placed on buildings and rooms where due to their condition the use of the state emblem would not be dignified.
(1) The documents certifying the essential facts or establishing the authorisation or obligations of state bodies and organisations (4) using a small national emblem of the Czech Republic are, in particular, matrix documents, certificates of citizenship, school certificates and diplomas issued by state authorities.
(2) The official stamp with a small national emblem of the Czech Republic is round with diameters of 20 mm, 25 mm or 36 mm.
Use of the national flag of the Czech Republic
(1) The flag of the Czech Republic (hereinafter referred to as the flag of the State) must not be used in damaged or contaminated condition. When used, it cannot be bound into or placed on a rose by text, images, ribbons, characters, badges, funeral veil or other objects.
(2) The most honorable place to place a national flag is from a leading point of view
(a) when two flags are displayed on the left,
(b) when hanging an odd number of flags in the middle; and
(c) when hanging an even number of flags in the middle pair.
(3) When using a state flag as a sign of sadness, the state flag will be launched at half mast or mast.
(4) If the national flag is displayed on the occasion of the public holidays of the Czech Republic, the flag decoration begins at 16 o'clock on the day preceding the public holiday and ends at 8 o'clock on the day following the public holiday. The length of the flag decoration on other festive occasions is determined by the Ministry of Interior of the Czech Republic.
Use of battalion
(1) A flag may be used instead of a flag. The battalion consists of two equally wide stripes of white and red. In the horizontal position of the battalion, the white stripe at the top, at the vertical position, shall always be at the left of the front view. The ratio between the width and length of the battalion is generally different from that of the flag.
(2) Article 3 shall apply mutatis mutandis to the use of the battalion.
Efficacy
This decree shall take effect on the day of its publication.
