Government regulations on the placement of graduates of universities, conservatories, secondary vocational and vocational schools

GOVERNMENT REGULATION
of 29 March 1967
on the placement of university graduates, conservatories, secondary vocational and vocational schools
The Government of the Czechoslovak Socialist Republic orders according to § 144 paragraph 2 of the Labour Code No. 65 / 1965 Coll.:
§ 1
Graduates of universities, conservatories, secondary vocational schools and vocational schools (hereinafter referred to as "graduates') shall be provided with post-graduate posts in accordance with the education obtained by the study and according to the needs of the national economy.
§ 2
(1) The central authorities and the sections managed by the national committees, the regional national committees (hereinafter referred to as "central authorities, or regional national committees") are required to secure jobs for graduates in the figures and fields set out in the National Economy Development Plan.
(2) The proposal for the numerical distribution of graduates of higher and secondary vocational schools in the fields of natural and social sciences, teaching and education, is submitted by the Minister of Education, Education and Art Minister of Culture and Information to the State Planning Commission. The State Planning Committee is presented by the Ministers for Health, Agriculture and Forestry to the draft breakdown of graduates of health and agriculture and forestry groups. The final proposal for all study groups is submitted by the State Planning Commission for approval to the Government.
(3) The plan for the numerical distribution of graduates of vocational schools shall be established by the Regional National Committees after consultation with the relevant organisations.
(4) On the basis of the tasks determined by the Government, the central authorities or regional national committees shall determine which organisations and in what number they are obliged to offer to graduates of posts.
§ 3
(1) The organisations discuss with graduates placement in the penultimate year of study, with graduates of teaching, education and health and with graduates of vocational schools in the last year of study.
(2) The central authorities or regional national committees are required to forward to the Ministry of Education or to the Ministry of Agriculture, the Ministry of Forestry and Water, the Ministry of Health and the Ministry of Culture and Information (Section 2 (2)) the lists of posts provided for by these ministries within the time limits. This Ministry will immediately send them to schools which will introduce them to students (pupils). Students (pupils) of their choice apply for the organisation to be accepted in the lists indicated; However, they may also contact organisations which have subsequently applied for graduates directly from schools or from other organisations. Schools shall draw up, on request, a report on the study results together with the characteristics.
§ 4
The organisation shall discuss requests made without delay and shall immediately negotiate a contract of employment with the date of taking up work within a reasonable period of time, as a general rule within 30 days and shall go for the teacher before 1 September following completion of the study. The organisation shall inform candidates whose tenders have not been accepted without delay. Copies of employment contracts or negative decisions on offers shall also be sent to the school without delay.
§ 5
(1) In order to obtain the practical knowledge and experience necessary for the full application of the education achieved in the construction of an advanced socialist society, graduates are engaged in employment in basic workplaces.
(2) The basic workplaces are those which provide the possibility for the graduate to be applied directly in the basic professional activity for which he was brought up. The core workplaces are not places in central and regional authorities and research institutes, with the exception of places providing the possibility of direct application to basic professional activities.
(3) Only graduates who have worked for at least three years in the basic workplace may be admitted to posts in central and regional authorities and research institutes.
(4) A graduate who has worked for at least three years in a field corresponding to his or her studies may enter a non-primary place of employment.
(5) Universities and research institutes may accept excellent university graduates who have already been prepared for scientific activity during their studies *) or who are certified by the faculty that they have already demonstrated their ability to work scientifically during their studies, and jobs other than those referred to in paragraph 1.
§ 6
The central authorities, or regional national committees, of the Directorate-General (Directorate-General), in cooperation with the competent authorities of the ROH, shall monitor the placement of graduates and eliminate any defects. Schools also monitor placement, inform students (pupils) about job vacancies and help to eliminate problems in cooperation with the CSM. The Regional National Committees shall ensure that graduates with altered skills are placed under strict care, in particular to check whether the organisation fulfils its obligation to employ such persons in appropriate posts. * *)
§ 7
(1) The organisation is obliged to give special care to the professional and political growth of the graduate. * * *)
(2) Graduates who first start work under this Regulation are entitled to receive compensation from the organisation as in the course of work and to pay for removal expenses as in permanent transfer. †)
§ 8
(1) The provisions of Sections 5 and 7 also apply to graduates placed under existing regulations.
(2) This Regulation shall not apply to:
(a) graduate students at work;
b) Graduates of the University of Political Central Committee of the Communist Party of Czechoslovakia,
(c) graduates of the Institute of International Relations in Moscow,
(d) graduates of military schools (outside the direction of the military industry) and schools of the Ministry of Interior;
(e) graduates of the Faculty of Religious Sciences,
(f) foreign nationals who have studied in the Czech higher education institutions;
(g) graduates from secondary vocational schools who were admitted to a full-time study at a university;
(h) graduates who have been admitted to a proper scientific aspiration;
(i) graduates who have undertaken to work in the organisation (recipients of racing or regional scholarships) for a certain period of time after graduation; Paragraph 5 (1) applies, however, to them.
(3) Czechoslovak citizens who have completed secondary vocational or higher education abroad as Czechoslovak students are obliged to provide the corresponding jobs of the central authorities for whose needs they have been trained abroad.
§ 9
Government Regulation No. 16 / 1963 Coll., as amended by Government Regulation No. 74 / 1965 Coll. and Government Regulation No. 33 / 1966 Coll., the regulations for implementing these Regulations issued are hereby repealed, *) with the exception of the principle of increasing the care of graduates of higher and secondary vocational schools. * *)
§ 10
This Government Regulation shall enter into force on 1 May 1967.
