Order of the Minister for Finance
of 31 December 1948
on the exercise of the right of reference and the organisation of cash and accounting services for regional and regional national committees.
In an agreement with the Minister of the Interior pursuant to § 29, § 1 and § 43, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
(1) The right of reference shall lie with the Regional National Committees of the President, his deputy when they represent him, the referees to the extent of their duties and the Regional Secretary and the heads of the experts in their field of competence, unless their senior elected authorities have reserved the exercise of the right of reference for themselves. These elected authorities may delegate the exercise of their authority to the heads of administrative departments and their representatives, either in general or for certain types of payouts.
(2) The right of reference shall be exercised by the county national committees and national committees which exercise their jurisdiction until further adjustment is made by the persons to whom that right is due under the existing rules.
(1) The ticket service of the Regional National Committees, the District National Committees and the National Committees which exercise their competence shall be held in principle by the Postal Savings Bank, the National Company. Each of these national committees shall have a check account connected to the main national check account.
(2) Payment in cash, securities, holding books and other valuables is carried out by the auxiliary treasury.
For regional national committees, regional national committees and for national committees exercising their responsibilities, the accounting office shall provide the accounting services in their financial reports. It is governed by the current rules on the performance of accounting services at the administrative offices of the II. stool.
The current regulations apply in the field of the management of ties of the People's Administration.
The provisions of this Regulation shall not apply to economic and accounting matters of the National Security Corps.
This Regulation shall enter into force on 1 January 1949.
