on the compulsory purchase of worn-out parts of road vehicles
The Ministry of Transport and the Ministry of General Engineering, in agreement with the participating central authorities, shall, pursuant to Article 16 (1) (b) of Decree-Law No 54 / 1953 Coll., on road traffic as amended by the statutory measure of the Bureau of the National Assembly No 13 / 1956 Coll., and pursuant to Article 2 of Decree-Law No 107 / 1949 Coll., on certain measures relating to unused material:
Compulsory purchase of worn parts
(1) Used parts, parts, sub-groups and groups of road vehicles (hereinafter referred to as "parts") which are repairable (Section 2 (1)) are obliged to purchase repairers or undertakings rebuilding those parts (hereinafter referred to as "renovation sites"). The list of parts subject to redemption and renovation sites is set out in the Annex to this Decree.
(2) Holders of parts subject to buyout shall submit them to their load to the renovation site no later than one month after removal from the vehicle; such parts shall not be carried to scrap. They must be properly stored until the purchase. The parts to be assembled must only be handed over according to their type to the renovation site indicated for this type in the Annex.
(1) The repair of parts is decided by the renovation site on the basis of technical conditions issued by the Ministry of General Engineering in agreement with the Ministry of Transport. *)
(2) The renovation site will pay the holder the purchase price according to the price list for the purchased parts. *)
(3) Parts submitted for buyout for which irreparability will be established at the time of collection from the transferring organisation, shall take over the renovation site for confirmation at the cost of scrap and shall be submitted to scrap unless the holder requests their return.
Part Renovation
(1) The holder has the right to require for the redeemed parts of the renovated parts to be redeemed in a quantity corresponding to a percentage of the repairability of the renovation, as specified in the Annex to this Decree for each part. If the holder requires the refurbished parts to be returned, he must inform the renovation site at the latest at the time of transmission of the worn parts, otherwise his right shall cease. If no replacement system is in place at the renovation site, the renovation site shall send the refurbished parts to the holder for its cargo no later than three months after the redemption of the worn parts.
(2) In an agreement with the Ministry of Transport, the Ministry of General Engineering sets out the dates for the gradual implementation of the exchange system for each part.
The renovation site shall be required to mark the renovated parts at each renovation with its mark in the place where the mark cannot be broken in operation.
Final and repeal provisions
(1) The provisions of this Decree do not apply to the armed forces of the Ministry of National Defence and the Ministry of Interior.
(2) The obligation to hand over parts to the renovation site (Paragraph 1 (2)) does not apply to parts removed from personal vehicles owned by citizens.
The Ministry of Transport may, in agreement with the Ministry of General Engineering, authorise exemptions from the provisions of this Decree.

This Decree shall take effect on 1 January 1964.
