DECLARATION
of 20 August 2012
on the external marking, badges, service uniforms and the special colour and marking of service vehicles of the customs administration
The Ministry of Finance provides pursuant to § 14 (4), § 20 (3) and (6) and § 34 (3) of Act No. 17 / 2012 Coll., on the Customs Administration of the Czech Republic:
Subject matter
This decree provides for:
(a) the types and models of service uniforms of customs administration;
(b) models of customs office badges;
(c) the method of external identification of the customs administration;
(d) models of the special colour design and marking of the service vehicles of the customs administration;
(e) the conditions for granting consent to wear a service uniform with a distinctive designation, a model distinguishing designation and suitable opportunities under Section 14 (2) of Act No. 17 / 2012 Coll., on the Customs Administration of the Czech Republic,
(f) the particulars and model of the customs official's service card (hereinafter referred to as the "service card") and the card of the civil servant in the customs administration (hereinafter referred to as the "civil servant's card") and the manner in which the document and the document of the civil servant's service are to be established;
(g) the particulars and model of the service badge of the customs official (hereinafter referred to as the "service badge") and the method of proving the customs office competence with the service badge;
(h) the types and manner of use of technical means of marking or delimitation by means of a customs office designated for the purpose of prohibiting entry.
Types and patterns of service uniforms
(1) The service uniform consists of the assembly of the service equipment intended for uniform wearing of customs officers. The external appearance of the service uniform is characterised by the colour and cut of the uniform, the external marking and the badges of the customs administration and the value marking.
(2) The types of service uniforms are:
(a) service uniform 12 in combination of dark blue and grey,
(b) a working uniform of 17 dark blue.
(3) A representation of the models of service uniforms is given in Annex 2. The displayed components of the service equipment can also be used in combination.
Models of customs office badges
The customs authorities' badges are:
(a) the identification mark of the customs administration comprising:
1. embossed metal silver-coloured oval with a patina (old silver), has a Merkura character supplemented on the sides with three lip sheets; the upper part is the inscription "CZECH REPUBLIC 'and the lower part is the inscription" CUSTOMS MANAGEMENT', under which is a five-digit identification number; a representation of the model is given in Annex 3, Figure 1a,
2. a yellow five-digit number on a black background or a black five-digit number on a grey background; the images of the models are shown in Annex 3, Figure 1b;
(b) a symbol of customs administration in the form of a shield consisting of four direction arrows containing the abbreviation "CS"; a representation of the symbol of the customs administration is given in Annex 3, Figure 2.
Method of external identification of customs administration
(1) The customs officer who wears the service uniform 12 is marked on the sleeve of the uniform with the sleeve of the customs administration ("sleeve character"), which is a large national emblem of the Czech Republic with the words "CUSTOMS MANAGEMENT" in white and red frame on the background of the dark blue colour. The image of the sleeve character is shown in Annex 4, Figure 1.
(2) A customs officer who wears a working uniform of 17 shall bear the mark "CUSTOMS GOVERNANCE" in addition to the mark on his sleeve.
(a) yellow letters on a dark base;
(b) black letters on white background,
(c) black letters on grey background,
(d) grey letters on a white background;
(e) white letters on a green base; or
(f) yellow letters on a dark background in two rows.
(3) The description of the inscriptions "CUSTOMS MANAGEMENT" is given in Annex 4, Figure 2.
(4) The customs officer who wears a service uniform 12 is marked on the sleeve of the uniform for the performance of his service abroad and in international exercises by a sleeve character consisting of the inscription "CZECH REPUBLIC" and a representation of the national flag of the Czech Republic. The image of the marking is shown in Annex 4, Figure 3.
(5) A customs official or civil servant may also be marked on the sleeve with a sleeve tape, which is white in colour with the black inscription "CUSTOMS MANAGEMENT," green in colour with the white inscription "CUSTOMS MANAGEMENT" or blue in colour with the white inscription "CUSTOMS MANAGEMENT." The image of the sleeve tape is shown in Annex 4, Figure 4. The inscription "CUSTOMS MANAGEMENT" on the sleeve may also be in two rows.
(6) The inscription "CUSTOMS MANAGEMENT" may be supplemented by the international terms "CUSTOMS - ZOLL - DOUANE."
Small uniform accessories
(1) Small uniform accessories consist of highlighting reflective elements, underpants, lamps, embroidery, hat badges, uniform buttons, decorative strings for festive purposes and woven belts with a buckle for festive purposes.
(2) Other small uniform accessories may consist of a sign of belonging to the unit.
Location of the external marking and customs office badges on the service uniform
(1) When wearing a service uniform, 12 is the sleeve mark on the left sleeve and the customs office identification mark on the left side of the customs chest.
(2) In the case of wearing a working uniform 17, the sleeve character and the customs office identification mark shall be placed as specified in paragraph 1. Furthermore, on the left side of the breast and on the back of the working uniform of the 17 customs officer is the inscription "CUSTOMS MANAGEMENT" in colour according to § 4 (2).
(3) The sleeve character for the performance of duty abroad and in international exercises and the sleeve tape are located on the left sleeve.
Other components of service equipment
Other components of the service equipment, reflective, protective or other means with a yellow, light blue or white inscription "CUSTOMS MANAGEMENT 'may be used for service uniforms.
Rank
(1) Valuation marking is part of the professional uniform.
(2) The appropriate marking is made by embroidery made of gold or silver embroidery yarn. From the rank mark to the rank mark, the commander-in-chief is in the silver version, from the rank mark to the rank mark, the lieutenant-general is in the golden version.
(3) In the case of parts of the service uniform, the marking shall be affixed to the marking plate for the marking of the dark blue colour, which shall be affixed to the hatched shoulder, or affixed to the marking plate for the marking placed on the right side of the breast.
Models of special colour design and marking of service vehicles of customs administration
(1) The service vehicle of the customs administration of the special colour design and the marking is white with oblique blue and grey stripes of stripes on the sides and front and rear of the vehicle. On the sides and rear of the vehicle there is a black sign "CUSTOMS MANAGEMENT" on a white background. On the front of the vehicle is a symbol of the customs administration with the inscription "CUSTOMS MANAGEMENT '.
(2) The service vehicle of the customs administration which does not have the special colour design provided for in paragraph 1 and which is designated as a service vehicle of the customs administration shall be marked:
(a) by the black inscription "CUSTOMS MANAGEMENT" on the white background on the sides and rear of the vehicle and on the front of the vehicle by the symbol of the customs administration,
(b) by a black self-adhesive or magnetic inscription "CUSTOMS ADMINISTRATIVE" on a white base on the sides, front and rear of the vehicle; or
(c) behind the windscreen of the vehicle, a service vehicle identification card, which consists of a symbol of customs administration with the inscription "CUSTOMS MANAGEMENT," the inscription "SERVICE VEHICLE" consisting of white letters, the inscription in two rows "CUSTOMS MANAGEMENT OF THE CR GENERAL DIRECTORY OF CEL" and the rectangle for the registration mark. The service vehicle identification card has a blue background. The image of the model identification card of the service vehicle is given in Annex 5.
(3) The name of the customs administration website may also be placed on the service vehicle. The special colour and marking of service vehicles of the customs administration may take a reflective form.
(4) The representation of the model of the special colour and the model of the service vehicles of the customs administration referred to in paragraphs 1 and 2 (a) is given in Annex 6.
Conditions for granting consent to wear a service uniform with a distinctive designation, a model distinguishing designation and an appropriate opportunity pursuant to § 14 (2) of Act No. 17 / 2012 Coll., on the Customs Administration of the Czech Republic
(1) The Director-General of the Directorate-General for Customs (hereinafter referred to as "Director-General") may consent to the wearing of the uniform of service with a different designation to the former customs officer on the basis of his written request, provided that the former customs officer has been in service for an indefinite period of time and that his service has ended
(a) release on grounds of:
1. the long-term loss of medical fitness for the performance of duty;
2. withdrawal of a fitness certificate or proficiency certificate; or
3. own applications; or
(b) the completion of a defined age.
(2) The Director-General shall not give his consent pursuant to paragraph 1 if wearing a uniform of service with a distinctive designation by a former customs officer would harm the good name of the customs administration.
(1) A former customs officer who has been authorised to wear a uniform of service with a distinctive mark is entitled to wear a type of uniform of service according to the post in which he was last appointed. The Director-General may authorise the wearing of another type of uniform if the former customs officer wore it during the course of the service.
(2) The former customs officer referred to in paragraph 1 may wear a uniform of service with a distinctive mark when:
(a) ceremonial and social opportunities;
(b) piety acts; or
(c) the major events of his personal life.
(3) If the former customs office does not have the relevant uniform components or accessories in its possession from the service, it shall be provided by the customs administration for payment; This also applies to the replacement of the service uniform with a distinctive marking and its accessories.
(1) On the service uniform worn by the former customs officer, the distinguishing mark of the former customs officer shall be affixed on the left sleeve instead of the sleeve mark.
(2) The service uniform bearing the distinguishing mark worn by the former customs officer shall not bear the identification number or the removable inscription "CUSTOMS MANAGEMENT 'in accordance with Paragraph 4 (2).
(3) On a service uniform with a distinctive mark worn by a former customs officer, the highest rank mark achieved by the former customs officer during the service shall be worn.
(4) The distinctive designation of the former customs officer is a symbol of the customs administration on the blue background and tricolor. A representation of the model distinguishing the designation of the former customs officer is given in Annex 7.
Formats and model of the service card and card of the civil servant and the method of proving the customs status of the service by means of a card and a card of a civil servant
The formalities and the model of the service card to which the customs officer attests to customs jurisdiction in the event that he does not wear the uniform in the course of the service are set out in Annex 8.
The particulars and model of the civil servant card are set out in Annex 9.
(1) The customs officer or civil servant shall, when proving his / her competence to the customs administration, present to the face side of the licence without issuing it by hand; the personal number, photographs and surname and the name of the customs official or civil servant must be visible.
(2) A customs official or a civil servant may also prove his / her customs status by placing his / her card on the left side of his / her chest or by hanging it on his / her neck in such a way that the face of the licence is visible.
Formats and model of service badge and method of proving the customs status of a service badge
(1) The service badge is metallic with dark blue circuits; a large national emblem of the Czech Republic is displayed on the service badge in the upper part, a Merkura character in the lower part, surrounded by lipos branches. The upper part of the circuits is the inscription "CUSTOMS MANAGEMENT 'and the lower part is the international designation of the customs administration; in the lower part of the service badge there is a five-digit service badge identification number in the rectangular field overlapping the lower part of the Mercury symbol. The model of the service badge is shown in Annex 11.
(2) When proving a customs office jurisdiction, the customs officer shall present a service badge to the front of the service badge with a number, without issuing a service badge. In the course of the service in civil clothing, the customs officer may also prove his / her competence to the customs administration by placing a service badge on the left side of the chest or by hanging on the neck in such a way that the face side of the service badge with a number is visible.
Types and method of use of technical means of marking or delimitation by customs for the purpose of prohibiting entry
(1) The technical means of marking or delimitation by means of a customs office designated for the purpose of prohibiting access to it is a belt marked "CUSTOMS MANAGEMENT" (hereinafter referred to as "the belt"), which forms alternately:
(a) a white field with a blue inscription "ENTERTAINMENT," and
(b) a blue field with a white symbol of customs administration and "CUSTOMS MANAGEMENT."
(2) The representation of the belt is given in Annex 10.
(3) The belt shall be used for marking or delimitation by means of a customs office designated for the purpose of the entry ban in such a way that it is visibly placed at a height of approximately one metre above the free-access border of that place.
Efficacy
This Decree shall take effect on 1 January 2013.

a) The service card is a double-sided plastic card with dimensions 86 x 54 mm.
(b) The text "CUSTOMS GOVERNANCE OF THE CZECH REPUBLIC" shall appear in a blue background in two rows below. The text "SERVICE TRADE '," PERSONAL NUMBER:', "NAME: '," RECEIVATION:', "DATE OF ISSUE: 'and" Directorate-General of Customs' with a dedicated place for electronically printed signature of the Director-General. There's a black and white picture of a customs officer in the left side. The text "CUSTOMS MANAGEMENT OF THE CZECH REPUBLIC" appears in a blue-green combination of colours in two rows below. The eight-digit service card identification number shall be indicated in blue under this sign. In the right part there is a large state character and above it is a white text "CUSTOMS DOUANE."
(c) On the reverse side of the service card, the text is given in blue: "The finder of this service card is requested to be surrendered to the nearest customs authority or to the police of the Czech Republic." The contact chip is placed on the left and underneath it is given in a blue-green combination of colours in two rows below the text "CUSTOMS MANAGEMENT OF THE CZECH REPUBLIC."
