GOVERNMENT REGULATION
of 11 May 2005
amending Government Regulation No. 98 / 2002 Coll., laying down the conditions and arrangements for granting subsidies from the State Budget to activities of members of national minorities and to promote the integration of members of the Roma community
The Government mandates pursuant to Sections 12 (2) and 13 (2) of Act No. 273 / 2001 Coll., on the rights of members of national minorities and on the amendment of certain laws, and on the implementation of Act No. 218 / 2000 Coll., on the Budget Rules and on the amendment of certain related laws (Budget Rules), as amended by Act No. 493 / 2000 Coll., Act No. 141 / 2001 Coll., Act No. 187 / 2001 Coll., Act No. 450 / 2001 Coll., Act No. 320 / 2001 Coll., Act No. 202 / 2002 Coll., Act No. 482 / 2004 Coll., Act No. 1 / 2005 Coll., Act No. 186 / 2004 Coll., Act No. 257 / 2004 Coll.
Government Regulation No. 98 / 2002 Coll., laying down the conditions and arrangements for granting subsidies from the State Budget to the activities of members of national minorities and to promote the integration of members of the Roma community, is amended as follows:
1. In Article 3 (1), the words "or, where appropriate, the President, 'shall be inserted after the words" (hereinafter referred to as the Council)'.
2. in Paragraph 3 (1) (b), "points 3 and 4" shall be replaced by "points 2 to 4."
3. Paragraph 3 (2) reads as follows:
"(2) The provider shall propose, after consultation with the Council of the Government of the Czech Republic on Roma Community Affairs (hereinafter referred to as the" Roma Affairs Council "), a proposal for a specific binding indicator to promote the integration of members of the Roma community."
4. In the first sentence of Article 4 (1), the word 'its' shall be replaced by 'and with the Council on Roma Affairs, where appropriate with its chairmen', and the second sentence shall be replaced by 'the Council shall discuss this proposal no later than 15 working days after its submission; if he does not do so, he agrees with him.';
5. In the first sentence of Article 4 (2), the words "established in cooperation 'are replaced by the words" discussed' and the words "integration body 'are replaced by the words" Roma Council'.
6. In Paragraph 4 (3), the words "in cooperation 'are replaced by the words" after consultation' and the words "by the Integration Authority 'are replaced by the words" the Roma Council'.
7. In the last sentence of Paragraph 7 (1), the words "proposed by the Council 'shall be deleted.
8. In Article 7 (2), the words "the Integration Authority 'are replaced by the words" the Roma Council';
9. In the second sentence of Article 7 (3), the words "the Integration Authority 'are replaced by the words" the Roma Council'.
10. In Article 8, at the end of paragraph 2, the sentence "In the case of special consideration, the provider may waive the one year term."
11. The following Section 8a is inserted after Section 8:
Subsidies for projects from European Union funds
The subsidy may also be granted for projects implemented with financial support from the European Social Fund or from other European Union funds, provided that the focus of such projects corresponds to the areas referred to in Article 2 (d). ';
12. In the first sentence of Article 11 (5), the words "the Integration Authority 'are replaced by the words" the Roma Council'.
13. In Paragraph 11 (6), the words "the Integration Authority 'are replaced by the words" the Roma Council';
14. In Article 12, the words "the Integration Authority 'are replaced by" the Roma Council'.
15. in the second sentence of Article 13 (2), the words "the Integration Authority" shall be replaced by the words "the Roma Council."
16. In the first sentence of Paragraph 19 (1), the word "a 'is replaced by the word" multicultural education' and the words "and a programme to support the education of pupils coming from a different linguistic and cultural environment 'are inserted after the words" multicultural education'.
17. in Article 20, the following point (c) is inserted after point (b):
"(c) the creation and validation of training programmes in the field of national minority education and multicultural education,"
Point (c) shall be renumbered (d).
18. in Paragraph 20 (d):
"(d) sociological and statistical surveys directly related to the areas referred to in § 2 (d)."
19. in Article 23, at the end of point (c), the dot is replaced by a comma and the following point (d) is added:
"(d) sociological and statistical surveys directly related to the areas referred to in § 2 (d)."
Efficacy
This Regulation shall enter into force on the day of its publication.
