DECLARATION
of 7 June 2005
on information labels and posters with data on fuel consumption and CO2 emissions when selling new passenger cars
The Ministry of Transport provides, pursuant to § 91 (1) of Act No. 56 / 2001 Coll., on the conditions of operation of vehicles on the road and amending Act No. 168 / 1999 Coll., on liability insurance for damage caused by the operation of a vehicle and on the amendment of certain related laws (Act on Insurance of Liability from the operation of a vehicle), as amended by Act No. 307 / 1999 Coll., as amended by Act No. 103 / 2004 Coll., ("the Act ') for the implementation of § 24 (2) (m) of the Act:
§ 1
Subject matter
This decree implements the relevant regulations of the European Community1) and regulates the location
(a) a label indicating fuel consumption and CO2 emissions;
(b) a poster and a screen with a list of fuel consumption and CO2 emissions data.
§ 2
Tag
(1) The fuel consumption and CO2 emissions label is placed at the point of sale at or near any newly produced passenger car.
(2) The dimensions and contents of the label are set out in Annex 1 to this Regulation.
§ 3

(1) For each brand, type, variant and version of a passenger car, a poster or screen with a list of fuel consumption and CO2 emissions of new passenger cars offered or displayed at the point of sale shall be placed at a clearly visible location.
(2) The dimensions and content of the poster or screen are set out in Annex 2 to this Decree.
§ 4
Efficacy
This Decree shall take effect on 1 July 2005.

Dimensions and contents of the fuel consumption and CO2 emissions label
The label referred to in Section 1 shall have a dimension of 297 mm x 210 mm (A4) and shall contain a marking of the passenger car to which it is attached and a marking of the type of fuel used.
The label referred to in Section 1 also includes:
(a) a figure of fuel consumption rounded to one decimal place, expressed either in litres per 100 km or in kilometres per litre or in an appropriate combination thereof;
(b) the figure for CO2 emissions, rounded to the nearest integer, expressed in grams per kilometre;
(c) text:
"A guide on fuel consumption and carbon dioxide emissions (CO2), which contains data on all models of new passenger cars, is available free of charge at the point of sale ';
(d) text:
"In addition to the fuel efficiency capability given by the vehicle design, non-technical factors such as the way of driving the vehicle also play a role in determining fuel consumption and carbon dioxide (CO2) emissions. Carbon dioxide (CO2) is a major gas that promotes greenhouse effects and contributes significantly to global warming. '

Dimensions and content of a poster or screen with a list of fuel consumption and CO2 emissions data
I. The poster according to § 2 has a minimum size of 70 cm x 50 cm.
II. The screen according to § 2 has a minimum size of 25 cm x 32 cm (17 inches) and the information on it can be displayed by the image shift technique.
The poster or screen shall also fulfil the following requirements:
(a) that information is easily legible on it;
(b) the information on the poster and on the screen must correspond to the types, variants and versions of passenger cars currently sold;
(c) the marks, types, variants and versions of passenger cars are grouped and listed separately by type of fuel such as motor gasoline or diesel), with the signs, types, variants and versions being ranked ascending according to CO2 emissions for each type of fuel. The first item of the list of vehicles includes the brand, type, variant and version of the passenger car model with the lowest fuel consumption.
(d) for each passenger car:
1. brand, type, variant and version,
2. a figure of fuel consumption, rounded to one decimal place, expressed either in litres per 100 km or in kilometres per litre or in an appropriate combination thereof;
3. the figure for CO2 emissions, rounded to the integer, expressed in grams per kilometre.
(e) The information referred to in (d) and (e) shall be displayed on the poster or screen as follows:

III. The poster and screen contain text:
(a) "The Guide on fuel consumption and carbon dioxide emissions (CO2), which contains data on all brands, types, variants and versions of new passenger cars, is available free of charge at the point of sale";
(b) "In addition to the fuel efficiency of the vehicle, non-technical factors such as the way of driving the vehicle play a role in determining fuel consumption and CO2 emissions. Carbon dioxide (CO2) is a major gas that promotes greenhouse effects and contributes significantly to global warming. ';
In the case of display, the text referred to in points (a) and (b) shall be permanently visible.
