determining the scope of the activities of health establishments in the field of the prevention, development and spread of tuberculosis diseases not covered by public health insurance
The Ministry of Health provides pursuant to § 108 (1) for the implementation of § 45 of Act No. 258 / 2000 Coll., on the Protection of Public Health and on the amendment of certain related laws:
§ 1
The costs associated with preventive measures to prevent, develop and spread tuberculosis diseases shall be:
(a) the postal charge for sending invitations for regular vaccination against tuberculosis and for inspection of scars and for carrying out the tuberculin test, (1) for sending applications for and transmission of medical documentation, including repeated calmetisation invitations;
(b) telephone charges for the tracking of children who are subject to calmetisation and have newly moved into the medical area of tuberculosis and respiratory diseases, including the provision of data on calmetisation carried out in these children;
(c) invitations to calmetisation, new calmetisation cards, three types of lessons for parents about calmetisation, which are the consent of parents to carry out the tuberculin test, lessons for parents about the application of tuberculin and lessons for parents about vaccination against tuberculosis,
(d) administrative activities related to the prevention of tuberculosis involving the time of the calmetisation nurse spent in the search for cards, the filing of calmetisation cards, invitations, telephone consultations with other specialist doctors for examination, possible contraindications to calmetisation, and the organisation and provision of calmetisation, the management of the dispenser of tuberculosis by patients and persons at increased risk of tuberculosis, particularly those in contact with tuberculosis disease;
(e) transport of a calmetisation nurse from the workplace to a place where calmetisation is carried out on the basis of parental consent, for example to a school or to a practice of a child doctor;
(f) the loss of tuberculin and tuberculosis vaccine in their application, given the short shelf life of the multidose ampoule;
(g) control of anti-tuberculosis treatment, consisting of the administration of continuation tablet anti-tuberculosis treatment under medical supervision.
§ 2
(1) Expenditure on the activities referred to in Article 1 shall be borne by the State through the authority responsible for the registration of a non-State health establishment, provided that it has been contracted to that effect under a special legislation, (2) or by the founder of a national health establishment which has entrusted the health establishment which it has set up (3).
(2) The medical establishment shall provide for the reimbursement of the expenditure supported for the preceding calendar quarter by the end of the calendar month following the end of the period for which the payment is granted.
§ 3
Transitional provision
The expenditure for the activities provided for in Article 1 incurred by health care establishments between 1 January 2001 and the date of entry into force of this Decree shall be charged to the county authorities or their founders by 31 July 2002.
§ 4
This Decree shall take effect on 15 June 2002.
