on the Rules of Procedure of the Slovak National Council
The Slovak National Council decided on this law:

Část prvá

§ 1
Preliminary provisions
(1) The rules of procedure of the Slovak National Council govern the principles of activity and organisation of the Slovak National Council, its external contacts, in particular with the Government of the Slovak Socialist Republic.
(2) The Slovak National Council provides for its internal circumstances and other rules of procedure under this Rules of Procedure Act by its own resolution.

Setting up meetings of the Slovak National Council
§ 2
(1) The Members of the Slovak National Council will meet after their election for a constituent meeting of the Slovak National Council.
(2) The President of the Slovak National Council elected in the previous parliamentary term shall be convened by the Member at the opening meeting within 30 days from the date of the election to the Slovak National Council with the following programme:
(a) the choice of the mandate and immunity committee of the Slovak National Council and the verification of the elections of Members;
(b) the election of the President of the Slovak National Council,
c) the choice of other bodies and officials of the Slovak National Council,
(d) a report on the activities of the resigning Bureau of the Slovak National Council for the period from the last meeting of the Slovak National Council.
§ 3
(1) The opening meetings of the Slovak National Council are governed by the rules of procedure of the Slovak National Council until the Bureau of the newly elected Slovak National Council, the President or one of the members of the Bureau of the Slovak National Council elected during the previous parliamentary term is elected.
(2) The President shall take a pledge from the Slovak National Council and shall make the election of the President of the Slovak National Council, the Vice-Presidents of the Slovak National Council and the other members of the Bureau of the Slovak National Council. The elections shall be held for the entire term of office.
(3) The President shall instruct three Members of the Slovak National Council to count the votes.
§ 4
(1) Following the election of the new Bureau of the Slovak National Council, the newly elected President of the Slovak National Council will take over the management of the meeting.
(2) The newly elected President of the Slovak National Council is responsible for the selection of the mandate and immunity committee of the Slovak National Council, the other committees of the Slovak National Council, five verifiers and five writers for the entire term of office.
§ 5
The current President or one of the previous Vice-Presidents of the Slovak National Council shall report on the activities of the Bureau of the Slovak National Council during the period since the last meeting of the Slovak National Council.

§ 6
Meetings and meetings of the Slovak National Council
(1) The Bureau of the Slovak National Council shall convene the Slovak National Council for at least two meetings of the year; the spring no later than 1 March and the autumn no later than 1 October. If necessary, the Presidency of the Slovak National Council may convene further meetings.
(2) The Presidency of the Slovak National Council declares the meeting of the Slovak National Council closed.
(3) The Bureau of the Slovak National Council must convene a meeting of the Slovak National Council if at least one third of the Members so request in writing. The Bureau of the Slovak National Council shall convene a meeting within 14 days of the submission of the application or within the next deadline specified in the application.
§ 7
Scope of the Slovak National Council
The Slovak National Council shall in particular:
(a) it shall act on the Constitution, the Constitutional and other Laws of the Slovak Socialist Republic and monitor how they are implemented by the authorities of the Slovak Socialist Republic;
(b) it shall act on the draft laws submitted to the Federal Assembly;
c) gives consent to international treaties, the implementation of which requires the Law of the Slovak National Council;
(d) discuss fundamental internal policy issues;
e) approves the medium-term national economic plan and state budget of the Slovak Socialist Republic, checks their implementation and approves the Slovak Socialist Republic's state closing account;
(f) elect and dismiss the President, Vice-Presidents and other members of the Bureau of the Slovak National Council;
(g) establish the committees of the Slovak National Council as their initiative and control bodies, determine their number and elect and remove the chairpersons and other members of the Committees;
h) elect and dismiss members of the Constitutional Court of the Slovak Socialist Republic;
(ch) establish by law a control body of the Slovak National Council,
(i) it is a programme statement by the Government of the Slovak Socialist Republic and controls its activities and the activities of its members, as well as the trust of the Government and, where appropriate, its individual members;
j) establish by law ministries and other central authorities of the Slovak Socialist Republic,
(k) it shall be decided to repeal the regulation or resolution of the Government of the Slovak Socialist Republic or of the generally binding legislation of ministries or other central authorities of the Slovak Socialist Republic, if they oppose the Constitution, the Constitutional Law or any other law of the Slovak National Council;
(l) deal with the initiatives of the national committees in Slovakia, discuss their activities and decide on measures relating to their construction;
(m) decide on internal circumstances and the rules of its action;
(n) to act on the criminal or disciplinary prosecution of members of the Slovak National Council.
Meeting of the Slovak National Council
§ 8
Each meeting of the Slovak National Council is convened by the Chairman of the Slovak National Council.
§ 9
(1) Members of the Government of the Slovak Socialist Republic may attend meetings of the Slovak National Council.
(2) The Presidency of the Slovak National Council may invite other state representatives, both the Czechoslovak Socialist Republic and the Slovak and Czech Socialist Republics and other public, political, economic and cultural actors, to the meeting of the Slovak National Council.
§ 10
A member of the Government of the Slovak Socialist Republic is obliged to appear in person at the meeting of the Slovak National Council if the Slovak National Council decides by simple vote without debate or if the Presidency of the Slovak National Council so requests. Only another member of the Government of the Slovak Socialist Republic may be represented.
§ 11
(1) The Slovak National Council meetings are generally public.
(2) A non-public meeting shall take place exceptionally if the Slovak National Council, acting on a proposal from its President or Prime Minister of the Slovak Socialist Republic or a member of the Government, decides without debate by simple voting.
(3) If the Slovak National Council decides that the meeting will not be public, only members of the Government and those representatives whose presence in the meeting will be agreed by the Slovak National Council may be present in the meeting of the Slovak National Council without debate. The staff of the Slovak National Council Office may also be present at the meeting.
(4) The minutes of the hearing and the report on the non-public meeting shall not be published unless the Slovak National Council decides otherwise by simple voting without a debate.
§ 12
(1) The agenda of the meeting of the Slovak National Council is proposed by the Bureau of the Slovak National Council. The President shall communicate the draft agenda at the beginning of the meeting. Both the programme and the objections against it are decided by the Slovak National Council by simple voting without debate.
(2) On a proposal from the President, the Slovak National Council may, in the course of a simple vote without debate, postpone the agenda or discuss a item of the agenda or merge the debate on two or more items of the agenda.
§ 13
The Presidency of the Slovak National Council may propose that the debate be divided into a general and detailed debate. The President shall determine how the matter will be put to the vote. If an objection is raised against the President's decision, it shall be decided by the Slovak National Council by simple vote without debate.
§ 14
(1) Speakers may vote before or during meetings with the President. Applications for the debate shall, as a general rule, be submitted in writing and may be submitted until a decision is taken to terminate the debate or until the President gives the rapporteur the final word.
(2) At the start of the debate, the President shall announce who the speakers have entered the debate and give them the floor in the order in which they have applied.
(3) Only those to whom the President grants them may take the floor; You speak from the speakers.
(4) Whoever is not present in the conference room at the moment of his word, loses his order.
(5) The Slovak National Council may, on a proposal from each Member, set a speaking time without debate, not less than 15 minutes.
(6) Comments on the way in which the President makes personal and substantive remarks may be accepted at his discretion. These comments and comments shall not last more than 5 minutes.
(7) Speakers may also speak in the language of nationality. The language is translated into Slovak at the same time.
(8) If you wish to take part in the debate, it will turn over the proceedings of the meeting.
(9) The Bureau of the Slovak National Council, each Member and a group of Members may propose the conclusion of the debate on the item under discussion. Such a proposal shall be decided by the Slovak National Council by voting without debate. If the Slovak National Council decides to close the debate, the floor shall be given to those Members who were enrolled before the Slovak National Council resolution on the conclusion of the debate.
§ 15
(1) Any Member may submit proposals relating only to the way in which the debate is to be held and proposals for the conclusion of the debate. The Slovak National Council shall act on them by simple voting without debate.
(2) Any Member may submit an application to postpone or refer it back to the Bureau or to the Committee with a specific order; If the application has been rejected, it cannot be repeated during the negotiations on the same case and at the same meeting.
§ 16
Unless the law provides otherwise, individual Members may also make proposals.
§ 17
Members may submit amendments at the latest by the end of the debate. They may be presented orally or submitted in writing to the President. An amendment may be tabled by a group of Members or by an individual Member.
§ 18
Members of the Government of the Slovak Socialist Republic shall be given the floor whenever they so request, even after the end of the debate.
§ 19
The President and the members of the Government shall also be given the floor to statements which are unrelated to the agenda of the meeting. On a proposal from the Bureau or from any of the Members, the Slovak National Council may, by simple vote without debate, decide to open a debate on the declaration. The debate ends with a vote on whether or not the Slovak National Council approves the declaration.
§ 20
(1) If the list of speakers is exhausted or if the Slovak National Council has ended the debate by a resolution, the President shall give the final floor to the draftsman of the proposal under discussion and to the rapporteur of the committee responsible; they can give up the final word.
(2) If the words are taken after the debate by a member of the government, the debate shall be resumed.
§ 21
(1) The President may, after prior notice, withdraw the word from the speaker who is deviating from the present case or exceeds the period of time prescribed.
(2) The President shall withdraw the word from the speaker who infringes the rules of procedure or the seriousness of the Slovak National Council's proceedings.
(3) A Member whose word has been withdrawn must no longer speak in the same debate.
(4) Proposals aimed at obstructing or arbitrary delaying the negotiations of the Slovak National Council may be excluded from the negotiations by the President.
(5) If a Member concerned by any of the measures taken pursuant to the preceding paragraphs objects to the President, the Slovak National Council shall decide on them by simple ballot without debate.
§ 22
(1) The Slovak National Council is able to make a resolution if an absolute majority of its Members are present. The agreement of the majority present shall be required for the validity of the resolution.
(2) The resolution amending the Constitution or approving the Constitutional Law requires the consent of a three-fifths majority of all members of the Slovak National Council for its validity.
§ 23
The order on which the items on the daily agenda on which the joint debate has been held shall be put to the vote shall be determined after the end of the debate by the President.
§ 24
(1) The vote is usually taken by raising your hand.
(2) The President shall give a count of the votes and shall announce the outcome of the vote.
§ 25
(1) The Government of the Slovak Socialist Republic may ask the Slovak National Council to express its trust. A motion for censure must be made in writing and signed by at least one fifth of the Slovak National Council.
(2) Paragraph 22 (1) applies to the vote, with the vote of distrust of the government being put to the vote by name.
(3) The provisions of the preceding paragraphs also apply to the expression of mistrust to an individual member of the government.
§ 26
The proposals of the Government to express confidence will be discussed by the Slovak National Council even if they have not been previously discussed in the Bureau or in the committees of the Slovak National Council.
§ 27
The proposal to denounce the government of the Slovak Socialist Republic or its individual members shall be discussed by the Presidency of the Slovak National Council by putting it on the agenda of the next meeting of the Slovak National Council.
§ 28
(1) The Slovak National Council carries out the elections due to it and decides on the proposals for appointment by a simple majority of votes (Paragraph 22 (1)), by raising its hand, otherwise secretly voting lists. Voting lists shall be voted on in the election of the President, Vice-Presidents and members of the Bureau of the members of the Slovak National Council as well as in the election of the members of the Constitutional Court of the Slovak Socialist Republic.
(2) If a simple majority is not reached in the election, there will be a narrower choice, which will be taken according to the nature of the elections that are at issue, those candidates who first reached the largest number of votes. With a closer choice, the candidates who have reached the largest number of votes are elected. In the event of a tie, the ticket shall decide.
§ 29
The Slovak National Council and the individual Members may raise questions about the Government of the Slovak Socialist Republic or its individual members of the Interpellation.
§ 30
Interpulation shall be given in writing; they may be submitted by an individual Member or a group of Members.
§ 31
(1) The Presidency of the Slovak National Council will, as a general rule, multiply the Interpellation, send it to all Members in advance and place the answers on the agenda of the Slovak National Council.
(2) The Slovak National Council shall hold a debate on the reply to the interview and shall deliver an opinion by vote.
§ 32
(1) Questions may be oral or written. The oral questions will usually be answered by the person asked at the same meeting. If no oral response is required, they must do so in writing within 30 days.
(2) The written questions asked must be answered in writing or orally within 30 days.
§ 33
(1) Any Member may ask questions to the President, the Bureau or other bodies of the Slovak National Council.
(2) Questions can be submitted orally or in writing in the Office of the Slovak National Council.
(3) The person asked answers these questions either immediately or at a future meeting.
§ 34
The resolution of the Slovak National Council is signed by the Chairman of the Slovak National Council and by two verifiers.
§ 35
Each meeting of the Slovak National Council will be prepared by the Office of the Slovak National Council with a brief report giving the exact content of the entire meeting. The report shall be verified by the Chairman and two verifiers.
§ 36
(1) In the Office of the Slovak National Council, it is possible to look into shorthand reports.
(2) Any speaker may submit written objections to the part of the record containing his speech to the Bureau of the Slovak National Council before a future meeting if he indicates what errors or shortcomings he considers to be in his opinion; The Bureau of the Slovak National Council shall decide on the objections.

Negotiations on draft laws and other proposals
§ 37
(1) Proposals of the laws of the Slovak National Council may be submitted by members of the Slovak National Council, the committees of the Slovak National Council and the Government of the Slovak Socialist Republic.
(2) The draft law of the Slovak National Council must be submitted in writing and must contain the precise wording of the law on which the Slovak National Council is to act. The draft law must be accompanied by a budget on financial implications as well as a proposal for the reimbursement of the necessary costs.
(3) The laws of the Slovak National Council are reproduced in the following sentence: "The Slovak National Council has acted on this law:"
§ 38
(1) The proposals and reports to be taken up by the Slovak National Council or its Bureau shall be delivered by the Office of the Slovak National Council within a reasonable time before the hearing to all Members.
(2) If the draft laws or legal measures of the Bureau of the Slovak National Council are not taken, the Bureau of the Slovak National Council may inform the members of the Slovak National Council of their content with the warning that they may consult the full proposals in the Office of the Slovak National Council.
§ 39
Government proposals and, depending on the nature of the case, other proposals and initiatives of the Bureau, committees or Members shall be assigned by the Bureau to the competent committee or committees of the Slovak National Council for consideration and report.
§ 40
(1) The Bureau may reject the initial proposals of Members or committees if it finds that they are not eligible for consideration within 30 days. Otherwise, the Bureau must discuss the proposals and report on them to the Slovak National Council or assign them to the committee responsible for consideration.
(2) The Bureau shall inform the appellant of the refusal. The applicant may ask the President of the Slovak National Council in writing within 8 days that the Slovak National Council annul the rejection of the Bureau's resolution. The President shall refer the matter to the Slovak National Council for a decision at the next meeting. The Slovak National Council shall decide without debate by simple voting.
(3) If the Slovak National Council decides that the proposal is to become the subject of negotiations, the Bureau shall proceed in accordance with the second sentence of paragraph 1.
(4) Proposals may be withdrawn until the Slovak National Council has taken a vote on them.
§ 41
(1) At the meeting of the Slovak National Council, the rapporteur designated by the Committee of the Slovak National Council will mention the draft law. If several committees have discussed the bill, they may designate a joint rapporteur.
(2) If a group of Members of the Slovak National Council has provided the bill, it will be justified by the Member designated by the other applicants.
(3) If it is a government bill, it will be justified by the competent member of the Government of the Slovak Socialist Republic after the rapporteur.
§ 42
(1) The Law of the Slovak National Council is signed by the Chairman of the Slovak National Council and by the Prime Minister of the Slovak Socialist Republic.
(2) The statutes of the Slovak National Council are hereby published by the Bureau of the Slovak National Council within 14 days of their approval; the method of publication is laid down in a special law of the Slovak National Council.

Authorities of the Slovak National Council
Bureau of the Slovak National Council
§ 43
(1) The Slovak National Council elects from among its members the Bureau of the Slovak National Council of 25 members.
(2) The Bureau of the Slovak National Council shall be composed of the President of the Slovak National Council, four Vice-Presidents, Committee Chairs of the Slovak National Council and other members.
§ 44
The Presidency of the Slovak National Council shall remain in office after the term of office has expired until the newly elected Slovak National Council elects its Bureau.
§ 45
The Presidency of the Slovak National Council and its members are responsible to the Slovak National Council. The Slovak National Council may withdraw them at any time.
§ 46
(1) The Bureau of the Slovak National Council is responsible for the work of the Slovak National Council and its bodies to the extent provided for by this Act or other laws and resolutions of the Slovak National Council.
(2) The Bureau of the Slovak National Council shall, in particular, carry out the following tasks:
(a) monitor and control the performance of important tasks of economic and cultural construction and, where necessary, adopt resolutions and recommendations on them;
(b) it shall be decided on the draft budget of the Slovak National Council,
(c) appoint and dismiss the President and other members of the Government of the Slovak Socialist Republic and delegate them to the management of ministries and other central government bodies of the Slovak Socialist Republic;
d) announces elections to the Slovak National Council and general elections to national committees;
(e) appoint state officials in cases where the law entrusts it to him;
f) awards and awards honours according to the Slovak National Council,
(g) approve the work plans of the authorities of the Slovak National Council;
h) draws up and approves a plan of foreign relations of the Slovak National Council and ensures the conditions for its implementation;
(ch) discuss the proposals of the Slovak National Front for appeals of the Slovak National Council.
§ 47
(1) At a time when the Slovak National Council does not sit either because the meeting is closed or because its term of office has expired, the powers of the Slovak National Council are exercised by the Presidency of the Slovak National Council. It is not, however, for him to adopt and amend constitutional laws and to decide on the state budget of the Slovak Socialist Republic.
(2) At a time when the Slovak National Council does not sit for extraordinary causes, the Bureau of the Slovak National Council shall exercise all its competence except the right to adopt and amend the constitutional laws of the Slovak National Council.
(3) The Presidency of the Slovak National Council shall take urgent measures for which the law is required in the form of legal measures signed by the President of the Slovak National Council and the Prime Minister of the Slovak Socialist Republic. Legislative measures of the Bureau of the Slovak National Council are announced in the same way as the laws of the Slovak National Council.
(4) The measures of the Bureau of the Slovak National Council referred to in paragraphs 1 to 3 shall be approved at the next meeting of the Slovak National Council, otherwise they shall cease to be valid.
§ 48
The Presidency of the Slovak National Council is responsible for preparing and filling the meetings of the Slovak National Council. To that end, in particular:
(a) prepare a draft agenda for the meeting of the Slovak National Council and propose a programme for each meeting;
(b) coordinate the work of the Slovak National Council Committees;
(c) ensure the conditions for the activities of the Slovak National Council committees and their chairmen;
d) provides Members of the Slovak National Council with all the information necessary for successful work in the Slovak National Council and in the constituencies;
