Law on the abolition of home law

abolishing home law.
The National Assembly of the Czechoslovak Republic decided on the following Act:
§ 1.
(1) Home law is hereby repealed.
(2) The local national committees shall conclude, on 31 December 1948, lists of persons who had home rights in the municipality on that day and shall keep them safely.
(3) It is still necessary to follow the provisions set out below until the new regulation which builds upon home law.
§ 2.
(1) If, under the applicable regulations, the law of the Czech Republic is applicable to citizenship, this right shall be established in the present way.
(2) The last home municipality is obliged, in accordance with the relevant regulations, to continue to provide social assistance to those entitled to it on 31 December 1948, unless the national insurance rules are affected. If entitlement to social security is established after that date, the poor municipality shall be obliged to provide residence and, in the absence of such a municipality, the municipality of residence. The social arrangements of Czechoslovak state citizens residing abroad are taken over by the State, to the extent and in the manner specified by the Order of the Minister for Social Welfare in agreement with the Ministers of Finance and Foreign Affairs.
(3) If, under the terms of the Act of Endowment, home law in a given municipality is a condition for the grant of the Foundation, the condition of Czechoslovak citizenship and residence in that municipality shall take place in place until otherwise specified by the amendment of the Act of Endowment. However, entitlement to benefits granted under the provisions of the instrument of award under the cover of home law shall remain unaffected; persons under this right who have been granted grant benefits for a limited period of time, such benefits may, in justified social cases, be admitted even after the expiry of the period provided that the other conditions laid down in the instrument are fulfilled.
(4) In all other cases, the condition of home law, which is subject to a specific authorisation under a regulation, is replaced by the condition of Czechoslovak citizenship.
§ 3.
The provisions on pre-financing, registration for military purposes and the jurisdiction of the authorities and authorities in military matters shall remain unaffected. Home law under these rules means the last home law before the law is effective.
§ 4.
(1) According to the municipal authorities, the right to testify shall cease.
(2) The right of expulsion and expulsion to the home community under the rules of the Hnanecks also ceases.
§ 5.
All provisions contrary to this law shall be repealed. In particular:
(a) Articles II and III of the Law of 5 March 1862, No 18, which determine the basic rules under which municipal matters are to be organised;
(b) the Law of 3 December 1863, No 105, on Home Affairs;
(c) the Law of 5 December 1896, No 222, amending certain provisions of the Law of 3 December 1863, No 105, which organised domestic affairs;
(d) § 11 of the Czech Republic, § 11 of the Moravian Republic and § 10 of the Silesian municipal establishment;
(e) § 5 to 18 of Article XXII / 1886 (municipal establishment);
(f) Article 17 of the Act of 4 May 1926, No. 87 Coll., on door-to-door trade, but only as regards the granting of allowances for the entry and operation of door-to-door trade to persons who have or have derived acquired home law in a municipality of poor regions and live permanently in it.
§ 6.
This Law shall take effect on 1 January 1949; It shall be implemented by the Home Affairs and Social Welfare Ministers in agreement with participating members of the Government.
