DECLARATION
Central Trade Union Councils
of 3 February 1964
on transfers of working time between 1964 and 1965
In order to make more economical distribution of working time, even so that workers could make better use of continuous working days to relax, it provided
the Government of the Czechoslovak Socialist Republic, on a proposal from the Central Council of Trade Unions (§ 11 of Act No. 45 / 1956 Coll., shortening working time), by order of 29 January 1964 No 56, that
1. in 1964 and 1965, the following transfers of working time shall be made:
Saturday, 2 May 1964, shall be the day of work and the working time shall be transferred to it on Thursday, 30 April 1964;
the working time for Thursday, 30 April 1964 shall be postponed to Sunday, 3 May 1964;
Saturday, 2 January 1965, shall be the working day of the working day and shall be transferred to that day on Thursday, 31 December 1964;
the working time for Thursday, 31 December 1964 shall be postponed to Sunday, 3 January 1965;
2. these movements of working time do not concern workplaces continuously operated;
3. other transfers of working time between 1964 and 1965 shall not be made.
The government further imposed
1. Councils of the Regional and Regional National Committees to ensure the bus and local transport of workers and pupils and the operation of nurseries, nursery schools, school satellites and clubs;
2. the Minister of Transport to ensure the rail transport of workers and pupils;
3. the Director of the Central Communications Administration to ensure the service of connections;
4. Ministers of Internal Trade and Food Industry, Councils of Regional and District National Committees and recommended to the Central Union of Consumer Cooperatives to take the necessary measures to ensure the smooth supply, distribution of food products and certain services to workers, in particular to define adequate sales time on those working days and to ensure the delivery of meat, milk, butter, bread and pastries of trade in those days, taking into account the working hours provided for in this resolution;
5. to all ministers, heads of central bodies and councils of regional and regional national committees whose subordinate organisations exercise transport requirements, take the necessary measures to ensure that the loading and unloading of railway wagons on those days of work does not fall below 90% of the monthly average of daily loading and unloading;
6. The Minister of Fuel will ensure the continuous supply of continuous-operation enterprises directly supplied by individual mines by means of transport facilities on working days.
At the same time, the Government authorised all ministers, the heads of central bodies and the Councils of the Regional National Committees, after consultation with the central committee of the relevant trade union, or the relevant regional trade union council, to grant an exemption from the transfer of working time under this resolution if it is economically necessary.
