Decree of the Ministry of Education of the Czech Socialist Republic on the Education and Training of Workers in Socialist Organisations

Ministry of Education of the Czech Socialist Republic
of 9 November 1983
on the education and training of workers in socialist organisations
The Ministry of Education of the Czech Socialist Republic, in agreement with the Ministry of Labour and Social Affairs of the Czech Socialist Republic and after consulting the Czech Trade Union Council, provides according to § 141 (2) of the Labour Code:
§ 1
(1) The Decree provides for the organisation and management of the education and training of workers in socialist organisations1) (hereinafter referred to as "organisations") and supervision of the implementation of such education and training.
(2) Education and training of workers in organisations (hereinafter referred to as "training of workers") is part of the Czechoslovak education system; include, in accordance with social needs and the development of organisations, the preparation of workers for certain work or professional activities, the enhancement and dissemination of their qualifications.
Organisation and implementation of staff training
§ 2
(1) The training of workers shall take place on a planned basis by group of workers and by purpose of preparation.
(2) The main types of education are:
(a) training for the performance of technologically simple activities using simple tools and tools;
(b) adaptation process to extend knowledge to further knowledge and practical experience of successful work;
(c) the preparation of persons with altered working capacity for work;
(d) preparation for the acquisition and addition of the knowledge and skills needed to carry out work in the defined field of work and for the development of science and technology;
(e) specialist training to acquire special knowledge and skills;
(f) periodic renewal and checking of professional competence or functions under specific legislation.2)
(3) Part of the training of workers is familiarisation with rules of safe and healthy work and fire protection.
§ 3
(1) Training of workers takes place
(a) in the organisation;
(b) in an educational establishment (institute, institute or educational centre)
1. an organisation with which a worker is in an employment relationship or other similar working relationship, or its superior body,
2. another organisation or its superior body
(hereinafter referred to as "educational establishments') whose mission is educational, educational, methodological, or advisory, expert, information or research activities.
(2) Organisations and educational establishments cooperate in ensuring the training of workers with other organisations, schools, schools and other educational establishments, 3) with the authorities of the Revolutionary Trade Union Movement and other social organisations.
(3) The central authorities of the state administration will notify the Ministry of Education of the Czech Socialist Republic (hereinafter referred to as the "Ministry of Education") of the establishment and cancellation of educational establishments.
§ 4
(1) The training of staff linked to the verification of acquired knowledge and skills is carried out according to the training project developed by the educational establishment.
(2) The training project shall include, in particular, the objective, content, length, composition of the training participants, form and methods, organisational and material collateral, the way in which the knowledge acquired by the training staff ends and is verified.
(3) Evidence of verification of acquired knowledge and skills in the training of workers (§ 2 (2) (a), (c), (d), (e), (f) is a certificate; This certificate shall be issued by educational establishments, unless otherwise specified in the specific regulation.4)
§ 5
Teachers and instructors
(1) Teachers and instructors (hereinafter referred to as "instructors") who are pedagogic in the educational process must meet the social, professional and educational conditions.
(2) The selection of teachers, their education and further training shall be the responsibility of educational establishments or organisations, as appropriate.
(3) The remuneration of teachers is governed by specific rules. 5)
Management of training for workers
§ 6
Organisation
(a) develop programmes and plans for the training of its staff, analyses of their qualification structure, training projects for staff trained under their own responsibility, plans for the activities of educational establishments;
(b) implement and ensure the preparation and improvement of the qualifications of its staff, cadre, material and financial resources for their education, the use of progressive methods in the teaching of workers and the introduction of modern teaching techniques and the exchange of experience in the training of workers.
§ 7
In particular, the authority superior to the organisation
(a) manage the development of programmes and training plans for staff of subordinate organisations;
(b) manage its own educational establishment;
(c) provide pedagogicalmethodological, cadre and material conditions for teaching and exchange of experience in the training of workers between organisations;
(d) supervise the training of workers.
§ 8
(1) The training of workers is methodically managed by the competent central authority.
(2) The Ministry of Education provides coordination of methodological management, exchange of experience and research in the field of staff education.
§ 9
Supervision of staff training
The exercise of supervision shall in particular:
(a) the implementation of the staff training plan;
(b) the level, effectiveness, effectiveness and results of educational activities;
(c) compliance with legislation and other measures in the field of training of workers;
(d) the social, pedagogical and professional level of teachers;
(e) the management of educational establishments and the formation of favourable material technical conditions for their activities;
(f) the provision and use of didactic techniques and teaching aids;
(g) cooperation with educational establishments and other educational establishments;
(h) the creation of conditions for the training of persons with altered working capacity.
Final provisions
§ 10
(1) The provision laid down in Paragraph 2 (2) of this Decree does not apply to workers whose continuing training is governed by specific provisions. 6)
(2) Within six months of the entry into force of this decree, central government authorities will notify the Ministry of Education, which educational establishments are established under their responsibility.
§ 11
This Decree shall take effect on 1 January 1984.
