DECLARATION
Ministry of Transport and Communications
of 27 May 1997
on the end point of telecommunications networks
The Ministry of Transport and Communications provides pursuant to § 1 (4) (c) of Act No. 110 / 1964 Coll., on Telecommunications, as amended by Act No. 150 / 1992 Coll., hereinafter referred to as "the Act ':
(1) This decree defines the details of the end point (1) of the telecommunications nets.2)
(2) It does not apply to end-points for broadcasting and end-points for mobile subscribers.
(1) The end points of the telecommunications network are part of that network.
(2) The technological solution of the termination points of the participant is chosen according to the type and technological solution of the connected participating telecommunications equipment. 3)
(3) The end point for connecting a participating telecommunications device equipped with an approved plug (4) is the approved participant socket (5) located with the participant.
(4) If the participating telecommunications equipment is not equipped with an approved plug, the end point of the telecommunications network shall be:
(a) a cable closure; or
(b) a participating distributor; or
(c) terminals; or
(d) concentration point
located in an object or on a property of which the participant is the owner or user.
(5) The location, technological solutions and interconnection of telecommunications network termination points established and operated under mandation5) shall be carried out in common agreement by the link organisations setting up and operating such networks.
(6) The end point of the telecommunications network shall be established and located in such a way as to enable:
(a) connection of telecommunications equipment or interconnection of telecommunications networks;
(b) implementation of work and measurement;
(c) the implementation of the control.
(1) The implementation of the work (establishment, modification, renewal and maintenance) at the end of the telecommunications networks set up and operated by delegation is solely for legal persons entrusted with the installation and maintenance of telecommunications equipment of the single telecommunications network.
(2) The connection of equipment to the end points of telecommunications networks referred to in paragraph 1 may be carried out by legal persons authorised to install and maintain telecommunications equipment of the single telecommunications network, as well as by natural and legal persons authorised to install and maintain telecommunications equipment outside the single telecommunications network.
(3) The provisions of paragraph 2 shall not apply in cases where the final point of the telecommunications network referred to in paragraph 1 is the approved participant socket.
(4) In the case where a signal is transmitted from the telecommunications network referred to in paragraph 1 to the subscriber's socket via a line that is not owned by the relevant organization of connections (e.g. home lines), that organisation shall address the maintenance and removal of defects on that link in agreement with its owner.
(1) The termination point of the telecommunications network set up and operated by delegation, established under the former rules, is deemed to be the end point corresponding to this decree.
(2) The provisions of paragraph 1 shall not apply where a participant applies a requirement to connect its own telecommunications unit equipped with an approved plug.
The location, technological solution and interconnection of the telecommunications network terminal points established and operated outside the single telecommunications network (6) with the network set up and operated under the mandate shall be carried out by the natural or legal person operating the network in agreement with the relevant network organisation.
This Decree shall take effect on 1 July 1997.
