DECLARATION

of 27 March 2017

on the declaration of the National Natural Monuments of the Kosiřské quarry and the establishment of its closer protection conditions

The Ministry of the Environment provides pursuant to § 79 (4) (h) of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 349 / 2009 Coll.:

§ 1

Announcement of a national natural monument

(1) The National Natural Monument of the Kosířská Lome ("National Natural Monument") is announced.

(2) A natural service, as defined in paragraph 3, shall be declared a national natural monument, with the presence of:

(a) grassland ecosystems of dry lawns, meadows and pastures;

(b) rock ecosystems and droline;

(c) biotopes of rare and endangered species of large-flowered coniculture (Pulsatilla grandis) and Dolliner (Thesium dollineri) plants, including their populations,

(d) biotopes of a rare and endangered species of a spawning animal (Callimorpha quadripunctaria), including its populations; and

(e) the exposed geological profile, the site of fossils of the primordial fauna and karst phenomena in the centre of Devon limestone.

(3) The national natural monument is situated in the territory of the Olomouc Region, in the cadastral territories of Čelejovice on Hana and Slatinky. The boundaries of the national natural monument shall be determined by closed geometric patterns with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The lists of coordinates of the vertices of geometric patterns as they follow in the patterns are given in Annex 1 to this Decree.

(4) The protection zone of the National Natural Monuments is situated in the territory of the Olomouc Region, in the cadastral territories of Čelejovice on Hana and Slatinky. The boundaries of the national natural monument protection zone shall be determined by closed geometric patterns with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The lists of coordinates of the vertices of geometric patterns as they follow in the patterns are given in Annex 2 to this decree.

(5) An indicative graphical representation of the territory of the national natural heritage and its protection zone is given in Annex 3 to this Decree.

§ 2

Closer protection conditions

Only with the consent of the nature conservation authority can the national natural monument

(a) permit or make changes to the types of land or to their exploitation (2);

(b) carry out geological work linked to the earth's surface;

(d) permit or carry out construction, permit or carry out changes to completed structures or changes to buildings before they are completed or place construction, advertising or information equipment;

(e) to adjust the surface of the road using non-local natural material of the same geological origin;

(f) store items, except for the short-term storage of timber on forest land;

(g) indicate cycling or hiking routes;

(h) planting or planting plants or releasing animals;

(i) fertilise land or use chemical resources on land;

(j) to establish new feeding facilities or slanisks;

(k) to feed or bait animals outside the fattening establishment;

(l) making fires,

(m) camping; or

(n) to drive vehicles into the territory of the national natural heritage; consent is not required for vehicles of essential components of the integrated rescue system3), municipal police, armed forces of the Czech Republic in the performance of the tasks of the armed forces and other public authorities in the exercise of public administration and vehicles needed to ensure the management and care of land.

§ 3

Consent-related activities in the protection zone

Only with the consent of the nature conservation authority can national natural monuments in the protection zone

(a) permit or make changes to the types of land or to their exploitation (2); or

(b) permit or carry out geological, mining or other mining activities.

§ 4

Efficacy

This Decision shall enter into force on 15 April 2017.
