Constitutional Decree of the President of the Republic

of 2 April 1945

on the new organisation of government and ministries during the transitional period.

§ 1.

The Prime Minister and the five Deputy Directors shall form the Bureau of the Government. Deputy Prime Ministers shall appoint and release the President of the Republic.

§ 2.

The Heads of State Administration are the following ministries:

Ministry of Foreign Affairs,

Ministry of National Defence,

Ministry of Foreign Trade,

Ministry of the Interior,

Ministry of Finance,

Ministry of Education and Education,

Ministry of Justice,

Ministry of Information,

Ministry of Industry,

Ministry of Agriculture,

Ministry of Internal Trade,

Ministry of Transport,

Ministry of Engineering,

Ministry of Posts,

Ministry of Social Welfare,

Ministry of Health,

Ministry of Nutrition,

The Ministry of Unification.

§ 3.

In the ministries of foreign affairs, national defence and foreign trade there are state secretaries who are members of the government. If the Minister is Czech, he will be Minister of State Slovak and vice versa. The post of Secretary of State may remain vacant.

§ 4.

The Government shall decide in the College which shall be able to give a resolution if an absolute majority of the members of the Government are present.

§ 5.

The scope of individual ministries shall be regulated by law. The government regulations lay down the details.

§ 6.

This decree shall take effect on the date of signature. It will be conducted by all members of the government.
